Modernization of communal infrastructure forms a sustainable framework for the socio-economic development of the macro-region, influencing the quality and safety of life for millions of people. Thus, within the framework of the national project “Infrastructure for Life,” 503 heat and water supply facilities, as well as wastewater disposal facilities, have been built and reconstructed since 2025. The Central Federal District possesses a significant industrial and economic potential, housing the main transportation highways of the country, as well as key enterprises and research and production institutions. Despite a challenging situation, positive results are visible in the renewal of key communal infrastructure facilities. Within the framework of the federal project “Modernization of communal infrastructure,” which became part of the national project “Infrastructure for Life” in 2025, 503 heat and water supply, as well as water disposal facilities, have been built and reconstructed since 2025.This has made it possible to improve the quality of communal services for about 1.5 million people. In addition, since 2019, 706 water supply facilities have been modernized. This work directly affects the safety and comfort of the residents of one of the most densely populated macro-regions of Russia, which produces a significant share of the country’s total GDP,” said Marat Khusnullin.

Among the significant projects is the major overhaul of the main section of the heating pipeline on General Margelov Street in Tula. A section over 900 meters long, in operation since 1965, was completely replaced. The work was carried out under difficult conditions of dense development and a high concentration of underground utilities, requiring high precision in planning. More than 20 thousand residents of the central district received reliable heat supply, and the risks of accidents and heat loss were minimized. In the Tver region, the construction of a gas block-modular boiler house in the village of Slavnoe has been completed.Created an autonomous and energy-efficient heat source, improving service quality for 1,700 residents. Another facility in 2025 – a self-flowing collector on K. Libknehta Street in the Kaluga region. The length of the repaired sewage networks is 226 meters, the quality of services has improved for nearly 2,000 residents.

The development of communal infrastructure is a socially important area of activity within the housing and communal services complex. The pace of modernization of engineering networks directly affects the achievement of national development goals, the implementation of housing construction projects, industrial growth, and, most importantly, the improvement of citizens’ quality of life. During the implementation of the federal project “Modernization of communal infrastructure” under the national project “Infrastructure for Life,” over 1,500 water supply, heat supply, and wastewater disposal facilities have been introduced in the country, improving the quality of services for more than 8 million people.The process involves not only improving the characteristics of the objects, but also technological re-equipment, introduction of new technologies, materials, methods of management and operational control, which increases productivity and energy efficiency. The Central Federal District confidently achieves all planned indicators of the national project “Infrastructure for Life”: over the year, more than half a thousand objects have been implemented with minor realization.This entire large-scale effort is aimed at fulfilling one of the key tasks of the President and the main parameters of the national project “Infrastructure for Life” — by 2030 to improve the quality of services for 20 million Russians,” noted the Minister of Construction and Housing and Communal Services, Irek Faizullin.

The federal project “Modernization of communal infrastructure” will be implemented from 2025 as part of the national project “Infrastructure for Life”, developed in accordance with Presidential Decree No. 309 of the Russian Federation.

The national project events are synchronized with the popular program of the “United Russia” party, which acts with key initiatives for the modernization of the country’s communal infrastructure, and also maintains constant party control over the implementation of the main activities for the renovation and construction of urban economy facilities, communal complexes, and engineering networks.
