Deputy Prime Minister Tatyana Golikova held a meeting of the Russian part of the organizational committee for the preparation and conduct of the Russian-Chinese Years of Cooperation in the field of education in 2026–2027. The agenda included the approval of the main action plan.

The Deputy Prime Minister reminded that according to the decision of the President of Russia Vladimir Putin and Chairman of the CPC Xi Jinping, 2026–2027 have been declared Years of Cross-Education in Russia and China. This is already the tenth intergovernmental thematic “exchange” project — last year the Years of Culture were successfully completed. The new project in the field of education continues this tradition.

“Cooperation with China is one of the most important international directions, and joint projects in education directly contribute to the transfer of the values of Russian-Chinese friendship from generation to generation. The Year Plan includes more than 100 events reflecting cooperation between Russia and China in the fields of higher, secondary professional, additional, and school education,” noted Tatyana Golikova.

She added that the plan of activities was prepared by the Ministry of Science and Higher Education of Russia jointly with other interested federal executive authorities, educational and public organizations.

“The ten most significant events have been highlighted in the main part of the plans. Thus, the Russia-China Conference on Fundamental Sciences in the city of Sanya and the concert dedicated to the Chinese New Year have already been successfully held in Moscow. One of the main events will be the opening of the Cross-Year of Russia and China,” emphasized the Minister of Science and Higher Education Valery Falkov.

According to the minister, at the moment the proposals for holding the ceremony are being refined by the Chinese side.

Another important event is the All-China Conference of Teachers and Instructors of the Russian Language held at the campus of the Joint University of M.V. Lomonosov and the Beijing Polytechnic Institute in Shenzhen. This educational project is a vivid example of successful humanitarian cooperation between the two countries, which marks its 10th anniversary this year.

One of the key events is the opening of the joint campus of Harbin Polytechnic University and Saint Petersburg State University. Also, within the framework of the 15th Forum of the Association of Technical Universities of Russia and China, it is planned to establish a Russian-Chinese University of Advanced Technologies (a network project that will unite two regional universities – in Tatarstan and Shandong province).

The second section of the plan includes activities of federal government authorities, leading universities, and other organizations. Among them:

— the opening of the Russian-Chinese Institute of Mordovian State University named after N.P. Ogarev and the University of Science and Technology of Jiangsu;

— creation of the Russian-Chinese Mineral Raw Materials Institute – a joint project of the Saint Petersburg Mining University of Empress Catherine II and Taiyuan University of Technology;

— launch of the Center for Flight Control of small scientific and educational spacecraft based at Bauman Moscow State Technical University and Tsinghua University.

The main part of the federal agenda consists of scientific and public forums. Thus, in April, the participation of a Chinese delegation in the Moscow International Education Fair is expected; in May, the Russian-Chinese Pedagogical Congress will be held at the Kazan Federal University; and in June, the international scientific and educational forum “At the Crossroads of Cultures” will take place in Tobolsk.

The third section of the plan consists of proposals from public organizations. The main contribution (9 out of 11 included in the list of initiatives) was made by the Russian-Chinese Committee of Friendship, Peace and Development. In addition, jointly with the Russian Historical Society, it is planned to hold a conference on the study of Russian and Chinese history of the Second World War.

In the final, fourth section, 23 regional events are included, which will be implemented in 20 subjects of the Russian Federation.

In addition to the priority activities primarily contained in the main plan, the plan of the Russian part of the Secretariat of the Russian-Chinese Humanitarian Commission will be approved by the order of the Ministry of Education and Science of Russia. It will include activities not included in the main plan, but supplementing and revealing the specifics of its main activities.

Following the results of the discussion, the Russian part of the main activities plan of the Year of Russia – China was approved. Tatyana Golikova called on all members of the organizing committee to take the most active part in implementing the events provided for by the plan.
