Within the framework of a working trip to the Republic of Buryatia, the Deputy Chairman of the Government – plenipotentiary representative of the President in the Far Eastern Federal District Yuri Trutnev listened to a report on the implementation of the long-term comprehensive socio-economic development plan (master plan) of the Ulan-Ude agglomeration and visited a number of under-construction facilities, as well as the republican cadet boarding school named after the Hero of Russia Vitaly Vladimirovich Sukuev.

“My task is not to evaluate the implementation of specific master plan projects. I am interested in the overall process of transforming Ulan-Ude, Buryatia, and the entire Far East. Right now, Alexey Sambuyevich Tsydenov and I were discussing, for example, the basics of Buddhism. Our country consists of different nationalities, different religions, but we are together, and that is very important,” said Yuri Trutnev.

The master plan for Ulan-Ude was approved by the Government of Russia in July 2024 following the directive of Russian President Vladimir Putin and with the direct support of Yuri Trutnev. The strategic document includes more than 30 activities.

“The implementation of the Ulan-Ude master plan is an important strategic complex of measures for Buryatia. At the beginning of the year, at the traditional January hearings chaired by Yuri Petrovich Trutnev, the implementation of the Ulan-Ude master plan was recognized as the best in terms of quality and pace. This is a very high assessment, and I am grateful to Yuri Petrovich for his comprehensive support of our republican projects. Ultimately, they benefit the people living in Buryatia. This includes economic growth, tourism development, the development of the creative industry, and generally improving the quality of life for our citizens,” noted the Head of Buryatia, Alexey Tsydenov.

Yury Trutnev familiarized himself with the construction of the National Museum. Funds for its construction were allocated through the Ministry of Far East Development’s program “Far Eastern Concession” and from the federal treasury in the form of grants. The National Museum will be located on Schastye Island, at the confluence of the Uda and Selenga rivers. The area of the five-story building will be 15.8 thousand square meters. The museum is designed in the form of four symbolic lotus petals and a Buryat national headdress. Inside the museum there will be exhibition halls, children’s and restoration centers, fund storage facilities, as well as a cafe and other rooms.A distinctive feature of the original is one group – five prayer drums (surdahs), arranged one above the other. Currently, work is underway on the insulation of the facade, and roofing work is being carried out. The building’s construction readiness is 60%.

Yury Trutnev also inspected a school for 760 students being built under a concession agreement with LLC “ProShkola No. 63” as part of the national project “Education.” The building has a total area of 18 thousand square meters and consists of blocks of varying number of floors — two and three floors. The building contains four educational blocks connected by passages. The site is undergoing installation of low-current systems, plumbing and finishing works, installation of a flat roof and water drainage system, construction of sidewalks and roads. Construction readiness is 59.5%. The facility is planned to be completed in the third quarter of this year.

On the same day, Yuri Trutnev visited the Republican Cadet Boarding School named after the Hero of Russia Vitaly Vladimirovich Sukuev, which is today one of the leading centers for training future defenders of the Fatherland in the Republic of Buryatia. The Vice Prime Minister familiarized himself with the educational, upbringing, and sports infrastructure of the institution, as well as communicated with the school’s administration and students.

There are 323 cadets studying at the school, comprising 14 classes. One of the main indicators of the effectiveness of the educational institution is the high level of professional self-determination of the graduates. Out of 24 graduates of the 11th grade this year, 21 plan to enter higher military educational institutions. In total, about 80% of graduates continue their education at universities of the Ministry of Defense, Ministry of Internal Affairs, and the Ministry of Emergency Situations of Russia.

Special attention in school is given to patriotic education. Here, a comprehensive system is implemented for preparing young people for state and military service, based on traditional Russian spiritual and moral values, the formation of civic responsibility, and the development of the physical qualities of future defenders of the country.

Based on the institution, a modular sports hall is successfully operating, built as part of the program “50 modular sports halls in the schools of the Far East”, implemented on the instructions of the Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev. The sports complex implements the project “Kyokushinkai in school.” The hall is equipped with modern equipment and is used not only for karate classes but also for training in various types of sports and martial arts both during school hours and extracurricular time.

The school has a military-sports patriotic club “Cadet”, a Yunarmiya House operates, coordinating the activities of the Yunarmiya movement of the Republic of Buryatia, the Cadet Honor Council and the school history museum function. In the sports club “Cadet” there are 12 sections organized, including military-applied disciplines.

Since 2026, based on the institution, a Resource Center for the cadet movement “Cadet 03” has been created, which provides methodological support and coordination of the activities of the cadet and Cossack classes of the republic, and also facilitates the implementation of unified standards of cadet education and upbringing.

Cadets of the school regularly become winners and prize-winners of all-Russian and international competitions, including the International Charity Cadet Ball, the All-Russian Cadet Assembly, the military-patriotic game “Zarnitsa 2.0”, as well as republican contests “Young Soldier of the Year” and “Recruit”.

The school is a laureate of the “100 Best Schools of Russia” competition in the nomination “Best Cadet Boarding School” and a laureate of the All-Russian competition “Citizen and Patriot of Russia – 2024.”

Following the visit, Yuri Trutnev noted the importance of the institution’s work in preparing youth for service to the Fatherland and developing the cadet education system in the Far East.
