UNAMA Concerned About Arrests of Women and Use of Force Against Protesters

The UN Assistance Mission in Afghanistan expressed deep concern regarding the arrest by the Ministry of Virtue and Vice Propagation of at least 30 women in the city of Herat for violating dress code regulations.

It is reported that dozens of other women were given oral warnings. Although the women were released after being detained, the consequences of arbitrary arrests have a severe impact on them and their families, the Mission noted.

The statement also mentions the excessive use of force by the de facto security forces of Afghanistan against residents who protested in Herat on June 9 in connection with arbitrary detentions. The mission confirmed that at least one person—a boy—was killed by gunfire, and several others were wounded as a result of baton fights. Currently, reports of a second victim are being verified.

“The detention of women in Afghanistan has a huge stigmatizing effect, capable of exposing them to the risk of further violence and isolation within the family and community after their release,” said the Deputy Special Representative of the UN Secretary-General for Afghanistan and Acting Head of Mission, Georgette Gagnon.

“In accordance with international law, de facto authorities of the country are obliged to ensure the rights of all Afghans to freedom of opinion expression, peaceful assembly, personal freedom and security, as well as protection from arbitrary detention,” Gañón emphasized.

The Mission once again reminded that any measures taken by law enforcement agencies must comply with international legal standards. “People have the right to express disagreement peacefully, without fear of violence, intimidation, or repression,” the statement says.
