In Ulan-Ude, Yuri Trutnev, Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District, held a meeting on the investment development of the Republic of Buryatia, participated in the ceremony of handing over buses for public transport, and awarded the winners of the public-business award “Star of the Far East.”

“At every meeting, we talk about the fact that investment activity, new projects arising in the Far East region, give an impulse to the development of the territories. Today is not a very easy time for the economy. Nevertheless, we are interested in continuing the development of the Far East and will continue to support investors,” opened the meeting Yuri Trutnev.

Currently, the TO “Buryatia” is operating in the region, whose preferences create conditions for comfortable business conduct. With state support, 25 investment projects are being implemented here, with an investment volume of more than 300 billion rubles, of which 162 billion rubles have already been invested. Five projects have been put into operation, creating 2.6 thousand new jobs.

At the meeting, projects in energy, logistics, industrial production, and tourism were presented. “Despite limiting factors, we are moving forward. Today, 52 projects worth 782 billion rubles are at the implementation stage in the republic. These are all capital-intensive projects: in the spheres of tourism, industry, extractive industries, and others. Today, we presented four investment projects. For us, this is not only the development of tourism, interregional trade, energetic facilities, but above all, the benefit to people at the local level.””Every project implies the creation of jobs and a significant support to local budgets,” noted the head of the Republic of Buryatia Alexey Tsydenov.

The project for the construction of the Moks hydroelectric complex was discussed. The project is essential for increasing the reliability of the energy system of Buryatia, the Irkutsk region, and the Trans-Baikal Territory. It includes the creation of two hydroelectric power plants on the Vitim River with a total capacity of 1410 MW: Mokskaya HPP (1200 MW) and its counter-regulator – Ivanovskaya HPP (210 MW). The complex is designed to provide electricity to the BAM and the needs of the Eastern polygon. The hydroelectric complex is planned to be built by 2038. The creation of the hydroelectric complex is included in the list of priority projects approved by the President of Russia Vladimir Putin, as well as in the General Scheme for the placement of energy facilities until 2042.The planned investment volume is estimated at 1.1 trillion rubles. An interdepartmental working group has currently been formed. The investor (“En+”) has completed the development of the preliminary capacity issuance scheme and is also preparing technical tasks for conducting engineering surveys. Recall that at WEF-2025, the Russian energy and metallurgical holding “En+”, the Republic of Buryatia, and the Corporation for the Development of the Far East and the Arctic (RDCFEA) signed a cooperation agreement aimed at implementing the investment project for the construction of the Moks hydroelectric complex.

A project for the construction of a Wildberries logistics complex (trading under RWB) in the territory of the Republic of Buryatia was presented. The agreement on the implementation of the project was signed at Polyay VEFP-2025 between KRDV, the RWB company (the consolidated company Wildberries & Russ), and the government of the Republic of Buryatia. The new logistics facility will create additional opportunities to increase turnover and optimize freight transport both within the republic and to neighboring regions, which will allow residents to receive goods faster and more conveniently. The issue of obtaining investor status TO is currently being worked out.

A project for the creation of the industrial park “BaikalAvtotrak” (LLC “BaikalAvtotrak”) in Ulan-Ude has been presented. Investments in the implementation of the project amount to about 12 billion rubles. On the territory of the industrial park, there will be organized large-scale assembly of special vehicles, production of components for them, areas created for related industries, as well as an expo center for demonstrating finished products. The project implementation is planned until 2036.

The creation of a year-round tourist complex in the village of Vydrino “Baikal City” (LLC “Baikal City”) was considered. The project of the resident of the Technological Park “Buryatia” is aimed at the development of tourism in the territory of the Kabansky district and the Republic of Buryatia. The total investment in the implementation of the project may amount to up to 30 billion rubles, the implementation of the project will allow creating about 500 new jobs. Within the framework of the project, it is planned to create not only places for accommodating tourists but also ski infrastructure for active recreation on the shore of Lake Baikal.Special attention will be given to the importance of careful treatment of the natural resources and cultural heritage of the republic, which will become the foundation for sustainable tourism development in the region. Within the framework of the project, it is planned to create a comfortable and safe space for recreation, sports, and a healthy lifestyle in a unique place in Russia – on the shore of Lake Baikal.

On the same day, Yuri Trutnev took part in the ceremony of handing over the keys for new large-class buses “Volgabas.” The new buses were purchased for the capital of the Republic of Buryatia in the year of the 360th anniversary, thanks to a unified presidential Far Eastern subsidy. A total of 36 buses will be purchased in 2026 under the Far Eastern Federal District subsidy, including 9 large-class “Volgabas” and 27 medium-class “PAZ” buses.

The new buses have a spacious cabin, a low floor level for transporting people with limited mobility and parents with strollers with a folding apparatus, air conditioners and a video surveillance system, stop call buttons and electronic displays with route information, USB sockets for mobile devices and other features that positively affect the quality of the provided transport services.

In addition, in 2026, a delivery of 28 more mid-class buses is planned for Ulan-Ude with a subsidy from the Russian Ministry of Transport within the framework of the federal project “Development of Public Transport” of the national project “Infrastructure for Life.”

Yury Trutnev also presented statuettes of the VIII public-business award “Star of the Far East” to three winners at once. In the nomination “Universities for the Special Military Operation,” the volunteer project #WeTogether and the patriotic club “Generation of Winners” of the Buryat State Agricultural Academy named after V.R. Filippov (BSGAA) were recognized. The university sends to the Special Military Operation zone an auto-motorcyclist, communication and navigation equipment, power supply equipment, quadcopters, printers for making parts, tools, and much more. BSGAA not only purchases the necessary items for the Special Military Operation but also produces products with its own resources.

The winner of the “Hectare of Victory” nomination was the project to create the ethnotourism complex “Steppe Nomad” in the Zaigrayevsky District of Buryatia. The complex recreates a living environment of nomadic culture. Through interactive rituals, culinary master classes, and national games, guests become acquainted with the centuries-old traditions of the steppe people. The festival “Voice of Nomads,” held on the territory of the ethnocomplex, contributes to the preservation of the early culture of various peoples, aiming at the development of tourism and the strengthening of the national identity of the peoples of Buryatia.
