The Security Council met on Tuesday to discuss the situation in Central Africa, including efforts to combat the “Lord’s Resistance Army,” which, according to UN assessments, is responsible for the death of more than 100,000 inhabitants of the region.
Assistant to the Secretary-General Marta Pobi presented an overview of the activities of the UN regional office for Central Africa (UNOCA).
Strengthening security threats
She noted a number of positive events, including the holding of elections and the activation of the main subregional organization – the Economic Community of Central African States.
“However, these achievements occurred against the backdrop of worrying trends,” Poby emphasized, pointing to the deepening crisis in the security sphere, the worsening humanitarian situation, growing socio-economic problems, and the strengthening of restrictions on civil and political rights.
According to her, today two centers of instability stand out particularly in Central Africa – eastern Chad and the area around Lake Chad.
Humanitarian crisis
The conflict in neighboring Sudan has been ongoing for the fourth year. Since April 2023, forces have arrived in Chad.more than 900 thousand Sudanese refugeesand about 300 thousand returning citizens, which creates a serious burden on the country’s resources and exacerbates an already severe humanitarian crisis.
At the same time, residents of Cameroon and Chad continue to suffer from attacks and other violations by various groups affiliated with “Boko Haram,” as well as formations that have split from it and take advantage of the limited presence of state structures in the border area.
Pobi emphasized that the Multinational Joint Task Force, which includes servicemen from Benin, Cameroon, Nigeria, and Chad, remains the most important mechanism for countering the extremist threat in the Lake Chad Basin.
Violations of civil rights
Along with this, she warned that exclusively forceful measures are incapable of eliminating the root causes of crises. According to the speaker, international partners and multilateral development banks should more actively support the cross-border cooperation programs of the Lake Chad Basin Commission.
The UN representative expressed particular concern in connection with the reduction of space for civil activity in a number of countries in the region.
“In several regions of Central Africa, there is an alarming trend towards the tightening of civil and political rights,” Pobyi stated.
She warned that if this trend is not reversed, it could lead to a further shrinking of civil space, undermine long-term stability, and increase the risk of new conflicts.
