Deputy Prime Minister Alexander Novak spoke about the key results of implementing the unified plan for achieving national development goals and national projects for the period from 2021 to 2026 during the plenary session “There is a result!” of the reporting and program forum of the All-Russian political party “United Russia” with the participation of the party chairman Dmitry Medvedev.
Opening the meeting, Dmitry Medvedev noted that the party works in maximum broad contact with the Government. Only in the past year, the parliamentary faction of “United Russia” introduced 248 legislative initiatives to the State Duma, covering the broadest segments of the country’s population. All this work was coordinated with government programs. “Having united around the head of our country together with you, we have proven that we are capable of countering the most dangerous threats, coping with the most complex challenges. We know how to land a blow. This is completely obvious to the whole world.”From us, as the ruling political power, decisiveness and will are demanded, tested by time and unity with our people. We are building the future of Russia together. And of course, together we will win,” said Dmitry Medvedev.
Speaking at the plenary session, Alexander Novak noted that the Presidential decree approved seven national development goals: population and family welfare, realizing the potential of every person, a comfortable and safe environment, ecological wellbeing, a sustainable and dynamic economy, technological leadership, digital transformation.
To achieve this, the Prime Minister has approved a unified plan including 121 indicators. It combines all directions of the Government’s work. The key instrument of the economic bloc is the national project “Effective and Competitive Economy.”
The Deputy Prime Minister emphasized that over the five-year period, the nominal GDP doubled — reaching 214 trillion rubles. Russia became the fourth-largest economy in the world by purchasing power parity; the government obtained resources for building roads, hospitals, schools, and supporting families. Investments in fixed capital increased by 35%, which allowed opening new factories and production facilities in the regions, creating thousands of well-paid jobs.
“The main driver of economic growth was small and medium-sized businesses: the number of people employed in the SME sector exceeded 31 million, and the number of self-employed individuals reached 15.5 million. ‘United Russia,’ together with the regions, removes barriers for businesses and conducts monitoring of the effectiveness of support measures. The system of control and supervisory activities has been fully digitized, and inspection periods have been shortened,” said Alexander Novak.
The Deputy Prime Minister added that, over five years, the accumulated growth of real disposable incomes of citizens amounted to 25%, real wages increased, pensions were indexed above inflation. Unemployment decreased 2.6 times — to a historical minimum of 2.2%. The poverty rate almost halved — from 12.1% to 6.7%.
“The volume of industrial production increased by 19%, the manufacturing sectors showed growth of 23.2%, the average salary in manufacturing nearly doubled, and more than 23 trillion rubles have been invested in the manufacturing sector. A special focus is on restoring the industrial potential of the Donetsk and Lugansk People’s Republics, Kherson and Zaporizhzhia regions — where more than 250 enterprises have resumed operations. Separate attention is given to increasing labor productivity. Sectoral departments together with business have formed 17 sectoral productivity improvement programs — they cover about two-thirds of those employed in the economy.”The potential to compensate for workforce demand by 2030 is estimated at 3.3 million people. The Deputy Prime Minister noted the ongoing social gasification. The program was launched in 2021 on the initiative of “United Russia” with the support of the President.
During this time, more than 1.1 million households have been connected to gas networks, 2150 new settlements have been gasified, more than 7400 boiler houses have been connected, the program has been expanded to garden associations, schools, hospitals, and has acquired permanent status.
“Everything that has been successfully achieved through joint efforts is the growth of the country’s economy, independence from Western technologies, market stability — all became possible thanks to the consolidation of society. ‘United Russia’ is the political foundation of this stability. The government is ready for further close joint work. The task set for the President is to ensure economic growth rates above the global average while maintaining macroeconomic stability. I am confident that as a united team of the Government and the party, we will deliver results on all the assigned tasks,” emphasized Alexander Novak.
