Beijing, June 9 /Xinhua/ — The State Council of the PRC has announced a plan to modernize the emergency response system in the country for the period of the 15th Five-Year Plan (2026-2030), which defines tasks aimed at ensuring safety in production, as well as preventing natural disasters, minimizing their consequences, and providing aid to victims.
The plan emphasizes a development philosophy oriented towards humans, prioritizing the lives and safety of people, and also applies a comprehensive approach to national security issues. It aims to support high-quality development while ensuring a high level of security, emphasizes changing the management model toward proactive prevention, and considers reforms and innovations as the main driving forces for the comprehensive expansion of capabilities to reduce disaster risks, as well as for prevention, control, and emergency assistance.
The plan states that it is necessary to undertake efforts to ensure safety at all stages of production in key industries. It contains calls for the decisive prevention of major and catastrophic accidents, minimizing damage from natural disasters, and protecting the lives of people, property, and social stability.
According to the plan, by 2030, significant progress will be made in the modernization of the system and the potential for managing emergency situations.
According to the plan, a management model focused on proactive prevention and centralized, unified, effective, and authoritative emergency management system with Chinese specifics will be developed.
Management mechanisms within the framework of a comprehensive system for ensuring safety and responding to emergencies will become more reliable, and the potential for eliminating the consequences of major emergencies and the capabilities of local authorities for emergency response will be significantly strengthened.The system for managing emergency situations, based on laws, scientific data, and advanced technologies, will be significantly improved, and work in the field of labor safety, as well as in prevention, mitigation of the consequences of natural disasters, and assistance to victims, will steadily advance ahead.
According to the plan, by 2035 a system for managing emergency situations with Chinese specifics will be created, corresponding to the status of a major country, which will largely achieve socialist modernization. A scientifically and reasonably based management of emergency situations based on law will be fully implemented, as well as effective interaction between high-quality development and a high level of security.
Five main tasks are defined in the plan, which include deepening the reform of emergency management and implementing innovations to create a comprehensive system for ensuring safety and response to emergencies; focusing priority attention on risk control at the source to accelerate the transition of the management model to proactive prevention; optimizing the deployment of emergency response forces to increase the efficiency of measures to eliminate the consequences of major disasters; strengthening comprehensive support to reinforce the guarantee system for major emergency situations; andto consolidate grassroots funds for emergencies to expand the capabilities of the entire society in preventing disasters and avoiding risks.
Notably, a total of 17 key projects are listed across five categories.
