La Paz, June 9 /Sinhua/ — Bolivian President Rodrigo Paz on Monday signed a new law regulating the introduction of a state of emergency. The ongoing protests and road blockades for 39 consecutive days have led to disruptions in supply, transportation, and the economy.
Law No. 174 allows the president to declare a state of emergency by means of a presidential decree in situations related to threats to national security, external threats, internal disturbances, or other disasters. The decree must be submitted to the Multinational Legislative Assembly, which has 72 hours to make a decision on it.
Speaking at the government headquarters in La Paz, the president stated that the law is aimed at protecting the majority of Bolivians, protecting the constitutional order, and restoring economic stability.
R. Pas stated that dialogue will remain the main instrument of his government, but warned that the state will act decisively within the framework of the law regarding criminal groups.
A law consisting of 27 articles regulates the state of emergency in accordance with the Constitution of Bolivia, guarantees the observance of fundamental rights during its validity, and defines the role of the police, armed forces, and the prosecutor’s office.
D. Pas noted that this measure has institutional support and was approved by a qualified majority vote in the Multinational Legislative Assembly.
He also called on the armed forces and police to act decisively and professionally, while respecting human rights and constitutional frameworks.
Disorders in Bolivia are led by the Bolivian Workers’ Center, farmers’ organizations, teachers’ unions, squatters, and other groups demanding solutions to the country’s economic problems.
Protests and road blockades affected the supply of goods and fuel in several regions of the country and provoked clashes between demonstrators and security forces.
