Your profession is one of the most humane and responsible. It is precisely you who are the first to come to the aid of those who find themselves in a difficult life situation, support families with children, elderly citizens, people with disabilities, veterans and participants in special military operations. Your work requires not only professionalism but also a huge heart, patience, and spiritual generosity.
Today in Russia there are more than 6.7 thousand social service providers. More than a third of them represent the non-governmental sector: private organizations, individual entrepreneurs, NGOs. More than half a million social workers and specialists in social work, psychologists and rehabilitation specialists, caregivers, educators and medical workers are employed in social institutions. At the same time, employees of the Social Fund’s client services, and the bureau of medical-social expertise consider today their holiday.
Friends! The social sphere has always been at the center of public attention, keenly responding to the challenges of the times.
Today our common goal is to create conditions for increasing the birth rate, and to assist families with children. We are consistently increasing support for parents. Literally from the bottom — starting June 1 — a new family tax payment has been launched.
Along with support measures, important social services are provided: consultation assistance, social nannies, help with supervision and care, rehabilitation activities for children with special needs.
Another priority of the work is supporting veterans of the special military operation and their relatives. Taking this into account, work on the introduction of comprehensive rehabilitation and habilitation is especially important.
Today, work on developing a system of comprehensive rehabilitation and habilitation is acquiring great importance. Standards have been approved, a step-by-step algorithm for this work has been outlined. There can be no delays here, no violations of deadlines. Each action must take place on time or even ahead of schedule as a commitment. The speed of system restructuring and the implementation of standards will determine the quality of life of people with disabilities, our defenders who need rehabilitation, and children with health impairments.
Dear colleagues! Thanks to your efforts, about 9 million people have been provided with social services. These are families with children, elderly people, citizens with disabilities – all those who found themselves in a difficult situation and need your support. Almost 2 million people receive social assistance at home. 184 thousand people have been provided with long-term care.
Not all people in need of outside help for various reasons can stay at home. More than half a million citizens live in social institutions. We create comfortable, home-like conditions there, adapted to health status. Over the past 6 years, 77 facilities for more than 8 thousand people have been built, and we continue this work. Such conditions also need to be created in existing institutions. Since 2025, this opportunity has appeared thanks to the national project “Family”.
