The acceptance of applications for the V All-Russian contest of the best projects for creating a comfortable urban environment for the subjects of the Far Eastern Federal District and the first contest for reunified and border regions has begun. Acceptance of applications for both contests, which are held within the framework of the federal project “Formation of a Comfortable Urban Environment” of the national project “Infrastructure for Life,” will continue until June 20, 2026. “A modern urban environment with beautiful courtyards, parks, and embankments is an important component of a comfortable life. An effective tool in this work has become the All-Russian competition of the best projects for creating a comfortable urban environment. One of its main advantages is its wide geography. Large-scale transformations affect the entire country: since 2023, a separate competition has been held for the regions of the Far East, and since this year — for the reuniting and border regions. In the Far East, tangible results have already been achieved: out of the applications submitted since 2019, 233 winning projects have been selected, 141 of which have been completed.”In addition, starting from 2026, a new independent competition direction will be launched for certain subjects of the Russian Federation. Every year, 35 winning projects will be selected from the DPR, LPR, Zaporizhzhia and Kherson regions, as well as from Belgorod, Bryansk, and Kursk regions. This work will allow the infrastructure in these territories to be restored as quickly as possible, creating a comfortable environment for communication, sports, creativity, and leisure for the residents,” said Marat Khusnullin.

The All-Russian competition for the best projects for the subjects of the Far Eastern Federal District (DFO) is conducted according to separate rules starting from 2023. Municipalities are divided into three categories: cities with a population from 70 thousand to 300 thousand people; cities, key settlements, and villages with a population from 10 thousand to 70 thousand people; cities, key settlements with a population up to 10 thousand people, as well as settlements with a population from 5 thousand to 10 thousand people. From 2025, the number of competition winners in the DFO will increase from 48 to 54, with the share of non-budgetary financing ranging from 15% for the first category to 5% for the third.

In addition, according to the instructions of the President and the Government decree dated April 29, 2026 No. 487, from 2026 to 2027, a separate competition for improvement projects will be held for reunified and border regions. Participants – 236 settlements in seven subjects (110 cities, 126 rural settlements, and 169 support settlements). Four population size categories are provided: from 70 thousand to 300 thousand people, from 20 thousand to 70 thousand people, from 5 thousand to 20 thousand people, up to and including 5 thousand people. Mandatory off-budget financing is from 15 to 3%, depending on the category.

A landmark example of landscaping in the Far East was the transformation of Admiral Fokin Square in Vladivostok, which entered the top 10 best landscaping practices in Russia, taking 6th place out of 43. In Yakutia, the “Singing Sands” embankment appeared in Viliuysk and a viewing platform in Tommot, while in Magadan, the comprehensive landscaping of the “Mayak” park with an area of 9.9 hectares was completed.

“The All-Russian competition of the best improvement projects covers the entire country, and all regions without exception show worthy results. Thus, last year in the Far Eastern Federal District within the framework of the national project ‘Infrastructure for Life,’ 524 territories were improved, and since 2019, 6043 public spaces have been improved throughout the Far East — embankments, central squares, parks, and gardens. As a result of the fourth competition for the Far Eastern Federal District, 54 projects became winners, which will be implemented in 2026–2027. Residents are actively involved in the process of improving their territories.”In particular, in the Far East, the number of participants in the All-Russian voting on improvement projects increased from 600 thousand people in 2021–2022 to 900 thousand in 2024–2025. Thus, the competition allows creating exactly those places where people really need them. Each such project changes people’s lives for the better, creating new opportunities for recreation, sports, and socializing, as well as stimulating the development of the local economy, attractiveness for investors and tourists. In 2025, the reunited border regions took part in the tenth All-Russian competition.”Now a separate competition has been created for us,” said the Minister of Construction and Housing and Communal Services Irek Faizullin.

Applications for competitions are accepted by the FAU “Project Directorate of the Ministry of Construction of Russia.” Earlier, the acceptance of applications for the XI All-Russian competition of projects to create a comfortable urban environment was completed: 435 projects from 64 regions of Russia were selected to participate. The All-Russian competition of the best projects is conducted by Minstroy within the framework of the federal project “Formation of a Comfortable Urban Environment,” the basis of which is the party project of “United Russia” “Urban Environment.”
