Deputy Prime Minister Tatyana Golikova, via video link, opened six social facilities in four regions of Russia: the Republic of Ingushetia and Sakha (Yakutia), Altai Krai, and Lipetsk Oblast. The opening was timed to coincide with the professional holiday – Social Worker’s Day.

As the Deputy Prime Minister noted, the social sphere always responds sensitively to public demand, changing in accordance with the requirements of the times. Not only the number of social centers and institutions increases, but also the quality of the services provided, and the format changes.

“Social Worker’s Day is a day for people with a big kind heart, for whom compassion and love for others are not just words, but a principle of life. Each member of the half-million-strong team of social protection specialists – social and medical workers, psychologists, rehabilitation specialists, and social educators, assistants in social work – not only supports in difficult situations but also restores faith in people, in life, and in a good future,” said Tatyana Golikova.

She emphasized that currently, technologies substituting inpatient care are actively developing, such as “Hospital at Home”, “Supported living” for people with disabilities, the “Respite” technology for families raising children with limited abilities. This allows not only to improve the quality of life for those who need assistance but also to support the family. The project “Mobile Brigades” is also being developed for residents of small villages and remote areas where there are no inpatient centers.Specialists come home, provide urgent social assistance, deliver groceries and medicines, conduct medical and legal consultations. In the past year, mobile teams have served more than a million citizens living in hard-to-reach areas.

The Deputy Prime Minister also reminded that the development of the long-term care system continues. Schools for relatives are being created, technical rehabilitation equipment rental points are being opened, so that citizens in need of constant external assistance can receive proper care in familiar home conditions.

In 2019, new approaches to social residential facilities were formulated, which are being implemented in the operations of each institution. Modern social facilities where citizens live have a comfortable and barrier-free environment, becoming a basis for the development of semi-residential, rehabilitation services, and resource centers for active longevity. People living in social service homes and care homes should have the opportunity for feasible engagement in physical culture, creativity, and participation in public life.

“Thanks to the joint efforts of the Ministry of Construction and the Ministry of Labor, with the support of the “United Russia” party, project solutions have appeared following the results of a special competition for the best concept project, taking into account new requirements for the construction of new-type social facilities. These are institutions with an adapted environment for people with limited mobility: barrier-free entrance, wide corridors, specially equipped restrooms, rooms for leisure, creativity, and accessible sports activities.”Living rooms are filled with home comfort, medical units with new equipment that allows comprehensive health maintenance, restoring mobility, and recovering reduced or lost functions of elderly people. The institution includes winter gardens, libraries, computer classes,” emphasized Tatyana Golikova.

The Deputy Prime Minister noted that the work started under the national project “Demography” will continue from 2025 within the framework of the national project “Family.” In addition, the possibilities of state programs “Accessible Environment” and “Social Support for Citizens” are actively used.

“Over the past 6 years, with the support of the federal budget, 77 new inpatient facilities with more than 8 thousand beds have been put into operation across the country. Since last year, alongside new construction, support for major repairs and reconstructions of social inpatient facilities has begun, and 37 facilities in 8 regions have already been renovated. In the current year, within the framework of the national project “Family,” the commissioning of 10 new and the completion of major repairs of 21 social inpatient facilities are planned.”Special attention is paid to specialized institutions – work on bringing to regulatory compliance is underway in 11 institutions for citizens with mental disorders and in 6 rehabilitation centers for citizens with disabilities,” said the deputy prime minister.

In the village of Matta in the Sakha Republic (Yakutia) on the shore of a lake, next to a forest massif, a new Mattinsky social-gerontological center has opened, where care is provided for lonely elderly citizens and people with disabilities living there. The inpatient facility has 51 places, the semi-inpatient facility – 10 places. One- to two-person accommodation for residents is provided, spacious common areas, opportunities for adaptive gymnastics and creative activities. Also, elderly people living in the area will be able to receive additional services in a day care format.

Social and wellness center for elderly citizens and disabled people – Veterans’ Home – opened in a rural settlement of Surta in the Republic of Ingushetia. Gradually, starting from 2020, the third reconstructed building, which can accommodate 40 people, is being put into operation. The total capacity of the institution is 140 places. The center is the only institution in the region that provides comprehensive social, medical, and psychological rehabilitation for citizens, including veterans of the Great Patriotic War, combatants, as well as elderly citizens and disabled people.The institution is a methodological center of the region on the issues of rehabilitation and habilitation of persons with disabilities.

A new residential building of the Central Social Service House – a nursing home for elderly and disabled people in the city of Barnaul, Altai Krai, has been opened. The construction was completed as part of the national project “Family,” which allowed increasing the institution’s capacity by 80 places – from 321 to 401 places, including 20 for wheelchair users.

Three social facilities have been opened simultaneously in the Lipetsk region.

The social service center “Longevity” in the city of Yelets welcomed its first visitors more than 50 years ago. After the construction of the new building, the capacity of the facility increased from 410 to 510 seats. Modern living rooms appeared for low-mobility citizens, equipped with an automated “smart home” system with safety sensors and emergency call buttons for medical staff. There are equipped doctors’ offices, massage rooms, procedure and physiotherapy rooms, and a laboratory. A day stay department operates.

In the rehabilitation and wellness center “Lesnaya Skazka” in the settlement of Surobor, Gryazinsky district, with a capacity of 218 places, a major renovation of the swimming pool, polyclinic, dining room, and club has been carried out. Rehabilitation programs at the center are built individually, taking into account the diagnosis and needs of each child and include both medical procedures and psychological-pedagogical support. Children are taught life skills through play: preparing simple dishes, organizing leisure activities, and hygiene.

The branch of the rehabilitation center for disabled and elderly people “Sosnovy Bor” in the settlement of Novaya Zhizn, with a capacity of 126 places, was opened after the major overhaul of the rehabilitation building. Since 2026, the center has been providing comprehensive support for disabled persons, participants of the special military operation (SMO) at the stage of prosthetics through the “School of Recovery” with subsequent rehabilitation. In May 2026, a medical license for sanatorium-resort treatment was obtained. On the center’s territory there are three residential buildings, a polyclinic, a club, a rehabilitation building, a training area for disabled driving, a climbing wall, a stable for horses involved in hippotherapy.In the building — unobstructed access for low-mobility citizens, part of the living rooms are equipped with a “smart home” system, which helps solve household tasks using voice commands.
