In Yuzhno-Sakhalinsk, the Deputy Chairman of the Government – the authorized representative of the President in the Far Eastern Federal District, Yuri Trutnev, together with the governor of Sakhalin Oblast, Valery Limarenko, conducted an inspection of the comprehensive improvement of the embankment of the Rogatka River in Yuzhno-Sakhalinsk, familiarized himself with the implementation of the construction of the multifunctional business center, visited the sports and tourist complex “Gorny Vozdukh” in Yuzhno-Sakhalinsk and held a meeting with investors investing funds in the development of the resort.

The Rogatka embankment has become a new favorite recreation spot for the southern residents and guests of the island capital. The transformation of public space began four years ago. The large-scale work was divided into six stages, united by the concept “The park will go into the city.”

The first stage involved improving the southern shore. Here, a promenade was arranged along Komsomolskaya Street, shoreline reinforcements were made, and plants were planted. In the second stage, the northern shore was improved – a pedestrian bridge was repaired, an amphitheater and a venue with a canopy for city events were built. There appeared the possibility to descend to the water. The main task of the third phase was the construction of a combined bicycle and pedestrian bridge. It connected the southern and northern shores with a unified uninterrupted route.

The first stage was implemented at the expense of regional and municipal budgets, while the second and third stages were funded through federal financing within the framework of the national project “Infrastructure for Life.” This was made possible thanks to a two-time victory in the All-Russian competition for the best projects to create a comfortable urban environment.

“The improvement of cities is aimed at enhancing the quality of life for people. I will not evaluate the embankment of the Rogatka River separately, but I will say that Sakhalin and the city of Yuzhno-Sakhalinsk are changing. I think that this is seen not only by me but also by the residents themselves. Such changes are important so that people live comfortably here, so that favorite places appear on the island,” said Yuri Trutnev.

The renewal of the public space at this location is not ending here. In the spring of 2026, the preparation of the riverbed began for the continuation of construction work. In the next stage, it is planned to extend the embankment to Fizkulturnaya Street, and then — past the Korean center and the House of Culture “Rodina” — to Mira Avenue. The final stage is expected near the lower lake area in the city park.

In the center of the capital of the island region, a multifunctional business complex is being constructed with office spaces, restaurants, and a hotel, as well as the residential complex “Legenda.” “Everyone wants to live in comfortable conditions. And almost everyone who already has housing wants to receive even more comfortable living conditions. We strive to make it so that as many people as possible have such an opportunity,” noted Yuri Trutnev.

A multifunctional complex on Mira Avenue is being created by the company “Hotels Salina” – a resident of the ahead-of-development “Salina” territory. The project implementation began in 2024. Delivery is scheduled for the end of 2026. The total investment volume will be 5.7 billion rubles.

The hotel in the “four-star” category has 135 rooms, restaurants, a panoramic lounge bar, a spa, and a conference space for business events. The complex also includes a business center – 36 serviced apartments, office and commercial premises, a seafood restaurant, and a food court.

Readiness of the facility today – 60%. Every day, 340 people work on the site, with the main forces assigned to internal finishing works.

Opposite the hotel, the construction of a business-class residential complex “Legenda” has been launched. The company “Razvitie Salina – Spetszastroishchik” plans to put the first phase of the project into operation in 2026 — three 10-story buildings. The second and third phases will include an additional five residential buildings ranging from 10 to 18 stories. “Legenda” implements the concept of a “car-free courtyard.” Parking will be located in the stylobate part, and a landscaped park will be created on the territory, which all city residents will be able to use. The implementation of the residential complex project within the TOR framework is allocated 9.1 billion rubles.

Within the framework of TO RBusiness, significant tax benefits and preferences are received. Among them are zero land taxes for the first three to five years, property and profit taxes for the first five years, reduced tax rates from the sixth to the tenth year of project implementation, as well as opportunities to provide land, infrastructure, and other types of support.

On the same day, Yuri Trutnev discussed with investors the implementation of investment projects in the territory of the sports and tourist complex “Gorny Vozdukh.”

“Gorny Vozdukh” remains the only year-round ski resort complex in the country located right within the city. Currently, 28 slopes with a total length of more than 41 km are in operation, and visitors are lifted by five cableways in gondola and chairlift formats. Artificial snow systems are installed on 13 km of the slopes, and 11 km are illuminated for evening skiing. Investors implementing investment projects at the STC “Gorny Vozdukh” enjoy the benefits of the preferential TOP “Sochi” regime.

“We see how the appearance of the resort is changing. Investors come here with serious projects, and the preferences of the ahead-of-development territory allow them to work in comfortable conditions. Our task is to make ‘Mountain Air’ a point of attraction not only for the residents of the Far East but also for tourists from all over the country,” noted the governor of the Sakhalin region.

The Deputy Prime Minister was presented with the construction of two large hotels. The Hill Top company is erecting a five-star hotel with 310 rooms on the lower site of Bolshevik Mountain. Workers are currently carrying out interior work in the hotel, installing partitions, and conducting foundation works for the second hotel building. On the middle site, the Gamma company is building a hotel with 575 rooms, including an integrated restaurant and conference hall. The facility will cater to extreme sports enthusiasts. The building is being adapted for guests with limited health abilities, including Paralympians. Both facilities are planned to be completed in 2028.

In the coming years, the resort is expecting serious expansion. According to the development plan for the ski complex infrastructure for 2024–2026, an upgrade of the snowmaking system on the northern slope of Mount Krasnaya is planned. This will allow for an additional 6 km of trails to be snow-covered. In January, work began on designing and constructing 5 km of new slopes of varying difficulty (green, blue, red trails), which will open by November. In the summer of this year, construction of a cable car on Mount Krasnaya – South will begin. Completion is planned for 2027.

“We would like the development of ‘Gorny Vozdukh’ to proceed faster. The plans that were originally with the leadership of the Sakhalin region looked dynamic. Then there was a slowdown, but later the work was activated. We need 100 km of tracks. Then ‘Gorny Vozdukh’ will really become a resort that will be among the leaders in Russia and in the Asia-Pacific region. It seems to me that this is a beautiful goal to strive for, because it will increase the influx of tourists. I have been informed that the number of tracks has increased by 20%. This is good, but these are not fundamental changes that would be visible.”The situation will change fundamentally when the length of the routes becomes such that a person can ski for a week on different routes. Then people will come to Sakhalin for travel, not just to ski down the hills. I hope this will happen. Now they promise that by 2029 there will be 90 km,” said Yuri Trutnev.
