Beijing, June 8 /Xinhua/ — China intends to lay or reconstruct about 770 thousand kilometers of urban underground pipelines during the implementation period of the 15th Five-Year Plan (2026-2030), the head of the Department for Energy Saving in Construction and Technologies under the Ministry of Housing, Urban and Rural Construction, Chen Shaopen, said on Monday.

At the moment, the country has about 3.9 million kilometers of such pipelines and 7,700 kilometers of integrated engineering tunnels, he reported at the briefing of the State Council of the PRC on political issues.

According to him, within the framework of the planned tasks for 2026-2030, the initiative will be directed towards improving drainage and sewerage systems to prevent and combat flooding, replacing outdated water and gas pipelines, as well as modernizing heating systems to enhance safety and efficiency.

Intelligent monitoring systems will also be installed, allowing for closed-loop management of risks associated with the entire process of urban infrastructure functioning.

Guan Peng, representative of the State Committee for Development and Reform of the PRC, stated at a briefing that in recent years the committee and the Ministry of Housing, Urban and Rural Construction of the PRC have provided active support for the construction of underground pipelines by issuing long-term special government bonds.

A total of 160 billion yuan (approximately 23.5 billion US dollars) will be allocated to these projects in 2026, which is 25 billion yuan more than in the previous year, he reported. -0-
