Deputy Prime Ministers Tatyana Golikova and Dmitry Chernyshenko participated in the meeting of the State Council commission on the direction “Personnel.” The topic was tools for ensuring the economy’s need for personnel. The Deputy Prime Minister stated that in the long-term perspective the proportion of the older population will increase. Employment levels in the most populous age cohorts 30–39 and 40–49 years have grown from 87% and 90% to 91% and 93%, respectively. Since 2020, a transformation of the labor market continues through intersectoral shifts from the manufacturing sectors to the service sector, including the platform economy. Work arrangements and employment formats are changing.
She paid special attention to work on increasing labor productivity and technological maturity.
“Together with the State Council Commission, with all regions, federal executive authorities, for the third consecutive year, we will be forming a forecast of personnel needs. It is now being formed for seven years. The last one was done until 2032. This is related to the fact that we must ensure long-term trends that take into account the tendencies forming within the education system. I remind you that, according to the latest forecast, the economy will need to replace 11.5 million people by 2032 due to retirement of older age groups, and half a million are new jobs.”Important, 66% are employees with secondary professional education. The forecast is made annually and is clarified. An orientation towards the priorities outlined in the forecast is being made, primarily from the point of view of ensuring technological leadership.

Dmitry Chernyshenko also spoke at the meeting of the State Council.
“Personnel is an important tool for achieving technological leadership of Russia – a national goal set by our President. It is important that it is not about isolated actions of educational institutions and employers. Rather, it concerns the integrated work of the state, regions, business, and the entire education system. The shortage of qualified personnel today is a direct barrier to the development of industry, science, energy, and other priority sectors. It is important that in December of last year, under the leadership of Vladimir Vladimirovich Putin, a meeting of the State Council on personnel took place.””Based on its results, the head of state gave comprehensive instructions that set the direction of our work,” said the vice-premier.
Among the key directions in personnel training, it has highlighted the updating of the legislative framework of the education system taking into account global changes, the improvement of the target education mechanism and practice-oriented training, the introduction of artificial intelligence technology into the education system, including through the upgrading of teachers’ qualifications in this area, ensuring the principle of lifelong continuous education, and the synchronization of personnel training with labor market demands.
According to the deputy prime minister, personnel policy should function as a single managed chain—from the formation of the real needs of the employer to the training of a specialist in a specific educational organization. The result should be the successful employment of graduates, whose qualifications fully meet the demands of enterprises. According to the forecast of personnel needs, prepared under the guidance of Tatyana Golikova, among the new specialists who must enter the labor market by 2032, the main share will be those with engineering and technical education.
“The government pays special attention to the development of engineering education. To provide the industry with the necessary specialists, budget seats in universities and colleges are focused on engineering and technical fields. This year, almost 265 thousand budget seats are allocated in universities for such specialties, and about half a million in colleges. Compared to previous years, there is a significant increase: about 100 thousand additional budget seats are provided.”Within the framework of the national project “Youth and Children,” flagship support tools such as “Advanced Engineering Schools” and “Professionalism” are being implemented. And the key feature is close cooperation between educational organizations and industry enterprises,” Dmitry Chernyshenko said.
Today, 50 advanced engineering schools and 356 professional technical clusters are preparing in-demand specialists of the engineering and technical profile. By the directive of the President from Kaliningrad to Sakhalin, a constellation of world-class campuses is being created across the country, and by 2036 there will be 40 of them.
At the strategy session for the development of engineering universities and technical colleges chaired by Mikhail Mishustin, the results of the implementation of the approved strategies of 38 leading engineering universities were reviewed. 175 chief designers were identified in the program.
