The application process for the XI All-Russian competition of the best projects for forming a comfortable urban environment, conducted within the framework of the national project “Infrastructure for Life,” has been completed. This year, 435 applications from 64 regions were submitted, Deputy Chairman of the Government Marat Khusnullin reported.
“A modern urban environment with beautiful courtyards, parks, and waterfronts is an important component of comfortable living for people. An effective tool in this work has become the All-Russian competition for the best projects of forming a comfortable urban environment. Today, the application campaign for the 11th competition has been completed, with 435 applications submitted from 64 regions. During the competition, a stable positive dynamic is visible: professional project teams are being created in the regions, local initiative communities act as full-fledged co-authors, and the quality of application preparation is growing.””From 2026 to 2027, we will launch a separate competitive selection of projects for reunited and border regions. In fact, this will create an additional, independent competition direction. This solution will allow us to accelerate the restoration of infrastructure, transform public spaces, and create new attraction points for people,” said Marat Husnullin.
Since 2018, the winners of the competition have been 1,609 projects from 924 settlements in 85 subjects of the Russian Federation. Of these, 1,159 projects have been implemented to date: 497 parks, 227 embankments, 197 squares, 238 streets and pedestrian zones. 294 projects, which won in the 10th All-Russian competition and the 4th competition for subjects of the Far Eastern Federal District in 2025, will be implemented in 2026–2027.
Among the examples of completed projects following the results of the competition is the boulevard of the Cheryomuha River in Rybinsk (Yaroslavl region). On an area of more than 3.1 hectares, a pedestrian route was created, connecting the Volga and the Cheryomuha rivers. Wooden and cast-iron lanterns harmonizing with the historical buildings have been installed. About 2 thousand trees and shrubs were planted (oak, juniper, spirea, maple, dogwood).
In Yugorsk (KhMAO), a project was implemented – the winner of the ninth competition – the “Northern Lights” park. The conceptual basis lies in a unique natural phenomenon, the image of which is revealed through art objects, light installations, and small architectural forms.
In Yegoryevsk (Moscow region), the improvement of the “60 Years of Victory” square and a pedestrian zone along Lenin Avenue has been completed (the project was the winner of the eighth competition). The territory is divided into event, sports, children’s, play, and recreational zones. Modern lighting with decorative backlighting has been installed. Stands about the history of the city, its outstanding resident, and the feat of 25 thousand Yegoryevsk residents during the Great Patriotic War have been installed.
“Today, urban improvement affects a whole range of key aspects of the socio-economic development of our cities: the implementation of competitive projects increases commercial activity, tourist flow, the number of jobs, and develops local manufacturing. In total, during the implementation of the federal project “Formation of a Comfortable Urban Environment,” about 30.9 thousand jobs were created, and more than 6.9 thousand commercial points. Over eight years of the competition’s conduct, the degree of citizen participation in the improvement project has significantly increased, and the quality of architectural and planning solutions has improved.”Our common task is to maintain the achieved pace and dynamics of the project, to ensure that small towns become a support for the country’s future. Thanks to the regional competition, strong project teams have appeared, young, talented architects, designers, and urbanists have been professionally realized and revealed. Within the framework of the national project “Infrastructure for Life,” improvement of 30 thousand spaces is planned, the implementation of 1.6 thousand projects – winners of the All-Russian competition of the best projects for forming a comfortable urban environment until 2030.These are ambitious goals, and we will continue to consistently move towards achieving the planned targets,” noted the Minister of Construction and Housing and Communal Services Irek Faizullin.
Historical settlements, small towns, and key populated areas with a population of up to 300 thousand people can participate in the competition. The evaluation procedure includes three stages: preliminary qualification assessment by industry experts, final qualification assessment by an interdepartmental working group, and the selection of winners by the federal commission chaired by Deputy Prime Minister Marat Khusnullin.
Federal executive bodies, representatives of the Federation Council, the State Duma, as well as the expert community, architects, and urban planners participate in summing up the results of the All-Russian competition. The solemn awarding of the winners is held annually at the All-Russian forum “Development of Small Towns and Historical Settlements.”
The competition, initiated by the President in 2018 at the Forum of Small Towns and Historical Settlements in Kolomna, is conducted by the Ministry of Construction of Russia within the framework of the federal project “Formation of a Comfortable Urban Environment,” which is based on the party project of “United Russia” “Urban Environment.” The goals of the competition are the creation of a modern comfortable public space with a bright national character, the development of historical territories and the preservation of cultural heritage, the formation of mechanisms for the direct participation of citizens, the education of a new generation of architects, and the creation of urban development teams.
