Since the beginning of 2026, more than 400 architectural and urban planning solution (APS) certificates for future real estate objects have been issued in the city. This was announced at the XXIX St. Petersburg International Economic Forum by the Deputy Mayor of Moscow for Urban Planning Policy and Construction.Vladimir Efimov.
A certificate of architectural and urban planning solution is a document that specifies the main parameters of the development: the number of floors and the building area, facade materials and color schemes, lighting, and landscaping options for the adjacent territory.
“Since the beginning of the year, 422 permits for individual housing construction have been issued for 12.9 million square meters — this is 27 percent more than in the same period of 2025. Such growth became possible precisely due to the consistent reduction of barriers and the digitization of processes. For the city, this means faster approval rates of urban planning documentation, and for residents — the appearance of modern social and commercial infrastructure necessary for a comfortable life,” said Vladimir Efimov.
Only after receiving the certificate of AG and confirmation that the future building complies with all urban planning standards, the developer can assemble the working documentation that will allow the further implementation of the project.
“We are systematically improving the quality of architecture in all visual aspects of city life: in the transport, social, and industrial sectors. In Moscow, there are more and more original objects that please the eye and inspire. A vivid example is a kindergarten in the Nizhny Novgorod district, stylized as a stack of notebooks. This is not just an aesthetic technique but a well-thought-out solution that creates a comfortable environment,” added the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy.
Since 2011, more than 14 thousand certificates on architectural and urban planning solutions for capital construction projects of various purposes have been issued in the capital.
