China has granted approval to 166 enterprises with foreign capital participation for providing value-added telecommunications services

Beijing, June 4 /Xin Hua/ — China is consistently expanding the openness of the telecommunications sector — since the issuance of the first batch of permits in February 2025, 166 enterprises with foreign capital participation have received permits to conduct operations in a pilot mode in the field of telecommunications services with added value, the Ministry of Industry and Information Technology of the PRC reported on Wednesday.

These enterprises have the right on a legal basis to provide telecommunications services with added value throughout China, including internet data processing center services, internet connection services, and information services.

Relying on the existing policy, including China’s obligations under the WTO framework, the construction of pilot free trade zones, and the policy of expanding openness in the service sector, the aforementioned ministry has actively aligned its rules with high international standards and is implementing pilot projects to remove restrictions on the shareholding ratio of foreign capital in the provision of telecommunications value-added services, such as data processing centers, in the cities of Beijing, Shanghai, Shenzhen, and in Hainan Province.

Currently, there are more than 3,100 telecommunications enterprises operating in the territory of China with foreign investment participation. They will provide Chinese consumers with more diversified telecommunications services and products, contributing to the further development of an open and dynamic market ecosystem, the ministry noted.

A number of additional measures will be adopted to promote the openness of the telecommunications sector and to encourage relevant enterprises with foreign capital participation to enter the Chinese telecommunications market, the ministry stated. -0-
