Currently, in Russia, the All-Russian online voting for improvement projects is taking place for the sixth time, with volunteers providing support during its conduct. This year, more than 170 thousand people have undergone training as volunteers to participate in the voting, said Deputy Prime Minister Marat Khusnullin.
“Volunteers play a major role in the development of the urban environment. Currently, an all-Russian online voting is underway for improvement projects, and volunteers act as the main guides for residents, helping each person wishing to make their choice. This year, more than 170 thousand people have been trained to participate in voting as volunteers. For comparison, in 2021, there were just over 11 thousand. Thus, over six years, the project’s volunteer corps has grown 15 times.”To disseminate successful experience in the region, the Ministry of Construction of Russia has published the best practices of volunteer organizations in the field of urban environment development for 2025. “We see that people want to participate in decision-making about how the city or settlement will be. Therefore, it is important to continue developing this direction,” said Marat Khusnullin.
The collection of best practices that the Ministry of Russia has been publishing since 2019 includes projects demonstrating a variety of approaches and forms of volunteer participation in the transformation of public spaces.
For example, the Republic of Khakassia presented the project “Week of Subbotniks ‘We Are for Cleanliness'” — a complex of events for cleaning and landscaping territories with master classes on pruning bushes and trees. The Novgorod region implemented the “Family Eco-Volunteer Marathon” within the framework of the “Region of Good Deeds” competition: 30 seedlings were planted, the shores of Lake Ilmen and the territory of the “Zavetnoe” estate were cleaned. The Volgograd region conducted a project seminar on the concept of Sareptsky Island with the creation of an ecotrope, glamping, and dendrarium.The Chechen Republic has launched the “For Development” project – a platform for citizen engagement through interactive coffee shops, where barista volunteers help visitors vote for improvement projects. The Arkhangelsk region has created a mural dedicated to the hydrologist Zosima Shashkov. In the Kursk region, volunteers created a modern park with red-leaved plants without any budgetary funds. Students from the Sverdlovsk region, as part of the “Creating Space Together” project, gained practical experience in interacting with municipal authorities and working with legislation.
The collection of best practices has been published on the official website of the Russian Ministry of Construction and recommended for use by regional and municipal authorities, competency centers on urban environment issues, as well as volunteer organizations.
“Volunteerism and civic initiatives have become a real driving force for transformations in the field of improvement. For example, the community cleanup event held with the support of the Ministry of Construction of Russia united 2.5 million people from more than 2 thousand municipalities. People cleaned yards, parks, squares, planted trees, brought monuments and small architectural forms into order. Such events unite people, strengthen social harmony, comradeship, and cohesion.”In addition to volunteering, the most important mechanism for citizen involvement remains the all-Russian online voting for improvement projects, which has been ongoing for a month now and will continue until June 12. The practices presented in the collection represent only a small part of the huge work daily carried out by concerned citizens all over the country. All-Russian online voting for landscaping facilities is held within the framework of the federal project “Formation of a Comfortable Urban Environment,” based on the party project of “United Russia” called “Urban Environment.” The Ministry of Construction of Russia conducts annual voting with the support of the party. It provides residents the opportunity to independently choose public areas that will be arranged in a priority order, as well as influence the design projects of already selected spaces.
