The city has concluded more than 130 infrastructure agreements with investors, which provide for the synchronization of the construction of housing and social facilities with the accelerated commissioning of the latter. This was reported by the Deputy Mayor of Moscow for Urban Policy and Construction.Vladimir Efimov

Mechanism of the infrastructural agreement, within which the city interacts with investors, was approved at the end of 2024. All mutual obligations of the developer and the city, benefits, and measures of responsibility are fixed in one document. Thanks to such documents, it is possible to synchronize the construction of housing and social facilities with the advanced commissioning of the latter.

Since the beginning of the new mechanism’s operation, the city has concluded more than 130 infrastructure agreements with investors. 85 of them provide for the construction of social facilities. Developers will build schools, kindergartens, and educational complexes for almost 20 thousand students and about eight thousand preschoolers. After construction is completed, all social facilities will be transferred to the city. Only this year, 57 infrastructure agreements have been formalized in Moscow. Of these, 42 agreements directly concern the construction and development of socially significant facilities — schools, kindergartens, clinics,” Vladimir Efimov said.

Thanks to the mechanism of the infrastructure agreement, new neighborhoods from the very beginning provide everything necessary for a comfortable life — from modern educational institutions to business infrastructure.

74 infrastructure agreements were concluded by investors with the city in 2025

“One major project is being implemented in the northwest of the capital on Berzarina Street. Here the investor took the initiative to build, at his own expense, an educational complex for 1850 places. Thanks to the attracted funds, the developer residents of the district will receive a new education facility within walking distance from their homes,” added the Minister of the Moscow Government, head of the Department of Urban Development Policy of the capital.
