At an extraordinary meeting of the Security Council, convened on Monday at the request of Ruminia, the Director of the Europe and Central Asia Department of the UN Political Affairs Department, Kaeko Goto, warned of a rapidly growing risk of regional escalation. The occasion was another dangerous incident: on the night of May 29, a drone crashed into a ten-story residential building in the Romanian city of Galați, injuring a woman and a child.
According to Goto, this episode became “the first case when a violation of the airspace of Rumi led to civilian casualties.” She noted that over the past 12 months, authorities of Moldova, Baltic countries, Finland, Poland, Kazakhstan, Belarus, as well as Greece, Bulgaria, and Turkey have also reported drone incursions.
The UN again condemned attacks on civilian objects. “Such strikes, wherever they occur, violate international humanitarian law and must be immediately stopped,” emphasized Guterres, reminding that the number of casualties among Ukraine’s civilian population continues to rise amid massive strikes by drones and unmanned aerial vehicles from Russia.
The UN representative paid special attention to the situation around the Zaporizhzhia NPP. IAEA received a report about a drone hitting the turbine hall of the station — the first such incident since April 2024. Agency experts confirmed the damage on site. Goto emphasized that “attacks on nuclear facilities are reckless and unacceptable” and do not pose a direct threat to nuclear safety.
Against the backdrop of rising tension, the UN representative called on the parties to show maximum responsibility and avoid any steps that could destabilize the situation. Guterres reminded that last week the Secretary-General again called for immediate measures for de-escalation and the subsequent complete and unconditional cessation of hostilities.
The United Nations emphasized that it will continue to support efforts aimed at achieving a “just, durable, and inclusive peace in accordance with the UN Charter and international law.”
