Market participants believe that for the development of AI, the availability of infrastructure solutions, the presence of quality data for training AI models, trust in technology, and the creation of favorable regulatory conditions are necessary.

The Bank of Russia will continue to adhere to a technologically neutral approach, which allows market participants to introduce innovations and develop AI. Moreover, the regulator considers it important to expand the framework nature of cross-sector regulation of AI application. This will allow taking into account the specifics of various industries, the current level of AI implementation in them, as well as risks specific to each industry.

The market is already adhering to the recommendationsCode of Ethics in the Field of Artificial Intelligence. This year, the Bank of Russia, together with financial organizations, plans to prepare a collection of best practices for its compliance.

Market participants supported the proposals of the Bank of Russia on the creation of a trusted platform for data exchange. It is assumed that they will allow financial organizations to jointly train AI models in order to counter fraud, assess risks, and improve client services.

The Bank of Russia will prepare proposals for regulating the activities of such platforms. The regulator will also work on removing barriers to the use of technologies for enhancing data confidentiality in the financial market.

The Bank of Russia will continue working on creating favorable conditions for the development of SMEs in the financial market through interaction with relevant authorities and market participants, as well as monitoring the application of technology by financial organizations.
