Students of the Higher School of Jurisprudence and Forensic Expertise of SPbPU attended the spring session of the Interparliamentary Assembly of CIS States participants at the Tauride Palace. Politicians took part in the 60th plenary meeting of the CIS Interparliamentary Assembly under the leadership of the Chairman of the CIS IPA Council, Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko, familiarized themselves with the work of parliamentary commissions, forming professional skills based on theoretical knowledge acquired at the university.

Future lawyers were also invited to participate in the work of the international conference “Legislative regulation of the use of artificial intelligence and new technologies in counter-terrorism purposes and in the prevention of radicalism and extremism.” The organizers were the Interparliamentary Assembly of the CIS and the Counter-Terrorism Executive Directorate of the United Nations.

The event was attended by parliamentarians from CIS countries, experts in the field of law and technology, leading analysts, representatives of international organizations, and the academic community.

SPbPU experts have developed proposals for the use of artificial intelligence in combating terrorism and its prevention in the context of model legislation.

“Today, updating issues of countering radicalism and extremism in the youth environment is important not only at the national level, but also at the international level,— believes Maksim Pasholikov. —In Policy, we pay a lot of attention to working with youth in the field of security and countering new challenges and threats, placing special emphasis on the use of digital technologies to protect citizens and state interests. Our expert developments in the field of digital tools have found a broad response among specialists and representatives of the scientific community. Such consolidated support allows us to move forward with confidence into tomorrow.

Event participants focused attention on the transition from reactive measures to preventive strategies. Experts examined real cases of using neural networks to create deepfakes and online youth recruitment, presented an analysis of current threats, and proposed methods for detecting generated content. Special attention was given to how to legally use AI to prevent crimes.

“Exclusive use of forceful methods to counter terrorism and extremism is no longer sufficient. Balanced legal mechanisms and digital tools that allow not only isolating carriers of radical ideology but also forming in society, especially among youth, a steadfast rejection of these antisocial phenomena are necessary. New times dictate new rules, and today the focus has already shifted to regulating the activities of the states themselves, including at the legislative level, taking into account new digital technologies,” —was emphasized by the director of the Higher School of Information Systems and Technologies Dmitry Morozov.— It is important to maintain a balance between security requirements and the protection of basic civil rights.

At the meeting of the United Commission under the Interparliamentary Assembly of the CIS on the harmonization of legislation in the field of security and countering new challenges and threats, and the Permanent Commission of the CIS IPA on defense and security issues, the topic of creating algorithms for deradicalization and reintegration of persons involved in terrorist organizations’ activities was discussed.

The Polytechnic University should not stand aside from the current agenda. In the development concept of SPbPU — training qualified engineering personnel possessing modern legal and digital competencies, lawyers with engineering and expert knowledge. New educational programs are now being developed at the Polytechnic, which will further strengthen its position in the educational space of the CIS: “Regulatory and legal regulation of engineering and expert activities,” “Digital law and protection of intellectual property.”

This year, the XXVII All-Russian Scientific and Practical Conference with international participation “Problems of Law in Modern Russia” was included in the cycle of events combating extremism and terrorism, held at the Tavrichesky Palace. The conference was organized by the Higher School of Jurisprudence and Forensic Examination of SPbPU. The plenary session was preceded by student sections dedicated to theoretical and legal issues, digital mechanisms and technologies in modern legal practice, and the protection of civil rights as a priority task of state sovereignty.About 90 reports were presented at the section, and the issues raised sparked heated discussion both among students and among the attending experts from the academic community. Based on the results of the conference, a collection of abstracts is being prepared for publication, and the best articles will be published in the RINC journal “Topical Issues of Science and Practice.”
