President Vladimir Putin signed a law granting regional authorities the ability to participate in the modernization of the federal road network. The document significantly expands the range of funding sources for carrying out work on federal highways. This was reported by Deputy Prime Minister Marat Khusnullin.

“Thanks to the new law, the subjects of the Russian Federation gain the right to implement their regional transport initiatives on the federal road network, which is entrusted to the management of the state company ‘Avtodor.’ In fact, the law allows the launch of projects where there is high interest from regions, but which are difficult to implement only through federal funding.”At the same time, the subjects gain the opportunity to accelerate the construction of road transport facilities important for themselves, which in turn will provide a number of positive effects: increased connectivity of territories, reduced logistical costs, increased investment attractiveness of regions, and development of domestic tourism.Thanks to the fact that the implementation of projects, including attracting off-budget financing, will be carried out through the mechanism and competence of the state company “Avtodor,” the subjects will not have to take on the complex structuring of concession projects, debt servicing, and subsequent road maintenance costs,” said Marat Khusnullin.

According to Vyacheslav Petushenko, chairman of the board of Avtodor, the state company has accumulated extensive experience in recent years in implementing road infrastructure agreements with the application of public-private partnership mechanisms. This is an effective solution for attracting loan financing to the road sector, which allows maintaining control over project implementation by the state while significantly reducing the burden on the budget.

As of today, about 1.1 trillion rubles of return investments have been attracted to the projects for the construction of high-speed roads by the state company “Avtodor.” We are ready to share the accumulated experience with colleagues from the subjects of the Russian Federation: only in the last three years, the state company has analyzed more than 30 regional projects. The total length of the examined objects is about 888 km. An assessment of traffic intensity and preliminary financial modeling has been carried out for all analyzed projects.”A third of the projects received conclusions and recommendations regarding technical solutions,” said Vyacheslav Petushenko.
