Not only control, but also system: experts from RGUTIS on combating illegal migration

Professor of the Department of Public Administration and Political Technologies of GSU Vladimir Volodin and senior lecturer of the department Svetlana Stepanova presented a report on international cooperation in the fight against illegal migration. They spoke at the International Scientific and Practical Conference “Cooperation of Law Enforcement Agencies of Foreign States and the Russian Federation in Combating Illegal Migration.”

The main idea of the speech is simple: illegal migration does not stop at state borders, so the response to it cannot be fragmented. Clear legal mechanisms, rapid data exchange, biometric verification, and trust between countries are needed. Only in this way can one not only react to violations but also prevent them.

Experts at the GUU paid special attention to the shadow labor market. Fictitious registrations, “virtual” contracts, and hidden employment help mask real labor relationships and make illegal migration part of a broader system of abuses. Therefore, combating the problem requires not only inspections and interdepartmental raids but also more transparent rules for attracting foreign workers.

One of such solutions can be the transition to a targeted organized recruitment of foreign workers, as well as the creation of a specialized self-regulating organization in the field of search, selection, and employment of foreign citizens. Such an approach will make labor migration more manageable, clear for employers, and protected for the workers themselves.

The conference took place at the Center for Advanced Educational Technologies of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikotya using videoconferencing. Representatives of the Ministry of Internal Affairs of Russia, government authorities, the scientific and expert community, educational and research organizations of Russia and foreign countries participated in it.

Participants discussed international documents and national legislation in the field of combating illegal migration, state strategies of Russia and foreign countries, causes of illegal migration, the work of international organizations, and practical measures to combat organized crime in this area.

The participation of HSE representatives in the conference showed that the university makes a significant expert contribution to the discussion of migration policy, public administration, and international cooperation. In this matter, the dialogue between science, government structures, and practices is especially important: it is this dialogue that helps translate complex problems into concrete solutions.
