It includes the disarmament of HAMAS and other armed groups, the withdrawal of Israeli troops, and the deployment of International Stabilization Forces. In addition, the National Committee for Gas Management, created as part of the Trump peace plan, should have the opportunity to fulfill its delegated duties in coordination with the Palestinian administration.
Humanitarian crisis
“While diplomatic efforts continue, the lives of people in the enclaveremains extremely unstable“”, – noted Alakbarov. Despite positive shifts, such as the resumption of work of the KPP “Zikim” in mid-April and a slight increase in freight volumes, humanitarian operations remain severely restricted. Israel continues to block the import of goods classified as “dual-use” items, the speaker reminded.
So far, only 540 million out of the necessary 4.06 billion dollars have been received for the implementation of the humanitarian response plan for the occupied Palestinian territory.
On the worsening situation on the Western front
The Deputy Special Coordinator also drew the Security Council’s attention toalarming dynamics on the western bank of the Jordan River, including East Jerusalem. During the reporting period, the Israeli authorities advanced plans for the construction of more than 640 housing units in Area C of the West Bank and more than 1,620 housing units in the Pisgat Ze’ev settlement in East Jerusalem.
Alakbarov emphasized that in 2026 the frequency and severity of attacks by Israeli settlers significantly increased – about 220 Palestinian communities were subjected to attacks.

“The horror of October seventh does not diminish the suffering of the Palestinian people, and the suffering of the Palestinian people does not diminish the horror of October seventh. All efforts, sanctioned by this Council in accordance with resolution 2803, are aimed at ensuring that neither repeats,” said Nikolay Mladenov to the UN Security Council, presenting the first written report of the Security Council.
According to the speaker, it is too early to talk about restoration in Gaza: about 85 percent of buildings in the sector are damaged or completely destroyed, and around homes, schools, and hospitals there lie about 70 million tons of debris, “mixed with unexploded ammunition and bodies of the deceased.”
“The ceasefire, which is generally being observed, is not being carried out flawlessly,” Mladenov noted. “There are violations. Some of them are serious. This means that civilians continue to die.”
A senior official said that his office, together with the guarantor countries (Egypt, Turkey, Qatar, and the USA) and Palestinian groups, has developed the so-called roadmap for completing the implementation of Donald Trump’s comprehensive plan.
The document, according to its words, is built on the principle of reciprocity – each step by one party “initiates” the next step by the other – and an independent assessment of progress by a special committee.
The cost of inaction
Mladenov called on HAMAS and other Palestinian factions to immediately return to the negotiating table, and Israel to conscientiously fulfill the conditions for a ceasefire. He emphasized that rejecting Trump’s plan would mean maintaining the “nightmarish status quo”: “A divided Gaza. HAMAS, holding military and administrative control over two million people in less than half of the territory.” These people will continue to live in ruins, Mladenov noted, and will still depend on humanitarian aid.
“Discussions have reached the stage where key political decisions have become obvious, and any further delay will only exacerbate the suffering of the civilian population,” the High Representative said.
