Harbin, May 21 /Xinhua/ — One of the main themes at the ongoing 10th China-Russia EXPO in the city of Harbin /administrative center of Heilongjiang Province, Northeast China/ has become interregional cooperation between China and Russia.
The 6th China-Russia Forum on Interregional Cooperation took place within the framework of the event, at which representatives of various regions of China and Russia discussed the joint use of new opportunities for development, confirming the intention to deepen interaction in various spheres.
In recent years, Chinese-Russian trade and economic cooperation has demonstrated high stability and viability, and interregional cooperation between the two countries continues to deepen and be filled with practical content, forming a comprehensive and multilevel architectural framework. Interregional cooperation has already become a new growth point for Chinese-Russian trade and economic cooperation.
The city of Heihe in Heilongjiang Province is separated from Blagoveshchensk, the administrative center of Amur Oblast, RF, only by the Heihe / Amur River. On the stand of the city of Heihe at the current EXPO, its advantages as a border city and one of the “twin cities of Russia and China” are presented, as well as its achievements in the development of the economy and trade.
According to Van Czyan, deputy head of the administration of the Heihe section of the Heilongjiang pilot free trade zone /PST/, since the creation of this section in 2019, it has already become the main window for cross-border cooperation between China and Russia.
According to the authorities of Heilongjiang province, there are 27 border crossings, PZST, border zones of economic cooperation, and other platforms for expanding openness at the national level of the first category.
In 2025, the trade volume of this province with Russia will reach 238.49 billion yuan (about 35 billion USD). It also occupies the first place among Chinese regions in terms of the accumulated investment volume in Russia.
“We have long been friends and successfully cooperating with our neighbor – Heilongjiang Province,” noted the governor of Amur Oblast, Vasily Orlov.
According to him, by 2025 the volume of trade turnover between the Amur Region and China will increase by 45%, passenger traffic will grow by 16%, and the intensity of movement on the international automobile bridge Blagoveshchensk-Heihe will double.
An official from the Ministry of Commerce of the PRC Ma Chi noted that Northeast China and the Russian Far East are geographically close to each other and complement each other in the industrial sector. They are not only an advanced and demonstrative zone of Chinese-Russian trade and economic cooperation, but also a connecting link between China and Russia to expand opportunities for mutual development and achieve mutually beneficial cooperation.
In the current EXPO, South Chinese administrative units also actively participated, confirming their enthusiasm for cooperation with Russia.
Guangdong Province /South China/, participating in this year’s EXPO as one of the honorary guest provinces from the Chinese side, is represented by a thematic pavilion with an area of 255 sq. m., where products in the fields of intellectual manufacturing, smart homes, and consumer electronics are demonstrated.
According to data, in 2025 the volume of exports and imports of Guangdong Province with Russia reached 124 billion yuan. Household appliances, auto parts, and other goods produced in this province are widely sold in the Russian market, while Russian energy carriers, agricultural products, timber, and other raw materials continue to be supplied to Guangdong Province.
“We warmly welcome the participation in the exhibition-sale of representatives from Russian companies in the energy carriers sector, agricultural products, and specific goods from Guangdong Province, as well as support the promotion of Guangdong Province’s products with competitive advantages into the Russian market,” said the Vice Chairman of the People’s Government of Guangdong Province, Zhang Gochi.
Former Russian Consul General in Guangzhou Yuri Teplov told the media that trade and economic cooperation between the regions of the Russian Federation and the southern provinces of China is actively developing. The total turnover between them will reach 28.2 billion dollars in 2025, which accounts for 12 percent of the total volume of Russian-Chinese trade.
He added that more than 20 subjects of the Russian Federation have twin ties or cooperation agreements with South Chinese provinces.
Speaking at the 6th China-Russia Interregional Cooperation Forum, Deputy Minister of Commerce of the PRC Lin Xi said that 2026 is the year marking the start of the implementation of the 15th Five-Year Plan (2026-2030) in China. China will continue to promote the expansion of openness to the outside world at a high level and share with Russian companies the opportunities of China’s super-large market.
The 10th China-Russia EXPO, titled “Trust. Cooperation. Mutual Benefit,” will be held from May 17 to 21 in Harbin. Its organizers are jointly the Ministry of Commerce of the PRC, the people’s government of Heilongjiang Province, the Ministry of Economic Development of the Russian Federation, and the Ministry of Industry and Trade of the Russian Federation.
