Within the framework of the “CIPR-2026” conference, Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko participated in the presentation of particularly significant projects aimed at import substitution of industrial software. During the event, results of import substitution of industrial software in key sectors of the economy were demonstrated – from metallurgy to air and railway transport.
Since 2022, Russia has been actively working on import substitution of industrial software. For this purpose, an ecosystem of industrial competence centers (ICC) was created in 35 key industries. ICCs bring together the largest companies and developers of IT solutions at a single site to ensure high-quality import substitution of domestic software for key industries. This includes determining priority directions for import substitution and forming consolidated requests for the IT solutions being developed.
The ICS also coordinates the development of particularly significant projects (solutions aimed at import substitution of software in key industries), supported by the government in the form of grants. As of today, 175 such projects are being implemented in Russia, 120 of which have already been completed. IT solutions developed within these projects have already been implemented by more than 930 enterprises. The revenue of developers from the implementation and distribution of IT products has exceeded 1.6 billion rubles.
“The approach to creating Russian software has fundamentally changed. First, we switched to import substitution based on data: jointly with the ISC, we collected and systematized information about the existing Russian solutions on the market and priorities in IT development. Thanks to active cooperation with industry customers, we managed to create unique IT solutions in areas where previously there was no Russian software, thereby closing more than 180 so-called white spots.The authors, developers not only replaced foreign solutions, but also refined them taking into account new requirements and collective industry requests. Solutions are created on a modern infrastructure, integrating artificial intelligence technology and additional functionality, which foreign counterparts did not have,” reported Dmitry Grigorenko.
The Deputy Prime Minister noted that the largest enterprises of the country across various industries have transitioned to Russian industrial software – from airports to metallurgical companies. At the presentation, five projects demonstrating practical results of import substitution were presented. Among them is a digital airport management ecosystem for Sheremetyevo Airport, developed by the company “Code of Discovery.” The system is based on artificial intelligence and combines key airport management processes into a single secure framework.The solution includes a digital twin of the airport, a resource management system, AI video monitoring, and other modules. AI allows forecasting passenger flow and baggage volume with more than 95% accuracy, thanks to which Sheremetyevo has already managed to increase the terminal throughput capacity by 20%. The solution is already being replicated at other airports, and it is expected that in the near future the system will cover more than 50% of the passenger flow in Russia.
The system “Express” for passenger transportation management of a new generation, developed for JSC “Russian Railways”, was also included among the presented projects. The solution provides technological independence from foreign platforms and fully replaces their functions. The system implements such functions as ticket sales, wagon management, traffic safety control, integration with state information systems, and others. Today, the system serves more than 127 million people and over 1.3 billion train trips per year.
During the presentation, a “heavy” software solution for industrial enterprises was also presented. One of these solutions is the domestic shipbuilding and ship repair management system Global-Marine, developed by order of JSC “Onega Shipbuilding and Ship Repair Plant” by the company LLC “Business Technologies.” The solution represents a “digital shipyard” and ensures the integration of 100% of the enterprise’s business processes with the aim of deep modernization and digitalization of production.It unites project and technological data management, planning and production management, logistics, and other functions in a single digital space. According to forecast estimates, thanks to the implementation of the solution, the revenue of the client enterprise will increase threefold by the end of the year, and the annual volume of metal processing will increase tenfold.
Another example of successful projects was the predictive emission control system “Axiom,” developed for “Norilsk Nickel” using the company’s own funds (developer – LLC “Digital Corporate Technologies”). The solution has no other fully functional analogs: it represents the first emission monitoring system in Russia and in the world based on AI and digital twins with the capability to forecast emissions 24 hours in advance.The project allowed reducing the cost of implementation and maintenance of monitoring systems by 60%, as well as increasing the efficiency of using technological equipment by 10–15% through the application of AI. The system has already been implemented by 3 enterprises of the Norilsk Nickel group of companies and the Sibur company. Implementation of the system is being worked out at 6 enterprises in the metallurgical, chemical, and oil and gas sectors.
At the end of the presentation, a field development design platform was demonstrated — developed by the company “Geomix” for JSC “Rosgeo”. The solution provides full automation of geological exploration processes — from the formation of field models to the calculation of mineral reserves. The functionality of the system fully corresponds to foreign analogues, and the accuracy of modeling has reached the level of the world’s industry leaders. Today, the platform is already used by JSC “Rosgeo” as well as more than 30 other companies in the industry.
Dmitry Grigorenko emphasized that the focus of the next stage of import substitution is IT solutions with maximum industry-wide scaling, projects integrating AI technology, as well as solutions for critical infrastructure facilities. Such projects receive priority government support within the framework of selecting especially significant projects.
