Minstroy approved a program to increase labor productivity in the construction sector until 2030. A passport of the program was developed by the industry competence center for design and construction, which sets the vector of the construction industry’s transition to the use of lean production technologies and tools that increase labor productivity. This was reported by Deputy Prime Minister Marat Khusnullin.
“Increasing labor productivity is one of the key priorities for the industry. We must not only increase construction volumes but also work more efficiently, faster, and with lower costs. The approved program sets clear guidelines. Our goal is a 22.8% increase in productivity by 2030. This can be achieved through digitalization, reducing the investment-construction cycle, rebooting the personnel training system, and replicating best practices throughout the country.”I am confident that the systematic implementation of these measures will provide a reliable result at every construction site – from residential buildings to large infrastructure facilities,” said Marat Khusnullin.
The program will automate production and office processes in project and construction organizations, ensuring increased efficiency. The implementation of the program will contribute to a significant reduction in construction timelines and costs, as well as compensating for labor needs in the construction of social, transport, housing-communal, and other infrastructure facilities.
The approval of the industry program for increasing labor productivity until 2030 is a response to the challenges currently facing the construction industry. One of the main issues is the attraction and training of qualified personnel. It is precisely the staffing of construction sites with professionals and the efficiency and quality of their work that directly affect the quality and timelines for the construction of housing, schools, hospitals, and roads.The program combines the following areas: optimization of business processes, including through the implementation of digital technologies, system reboot of personnel training with a focus on lean manufacturing. The systematic implementation of these measures is a direct contribution to achieving the goals of the federal project “New Rhythm of Construction” within the national project “Infrastructure for Life”, – noted Minister of Construction and Housing and Communal Services Irek Faizullin.
The program was developed in accordance with the decree of the President on the national development goals of Russia.
It provides for three main types of measures to achieve target indicators. Among them are targeted support measures. Annually, more than 60 industry organizations will be supported by projects to improve productivity, implemented by federal, regional forces, as well as industry competence centers. By the end of 2030, targeted measures plan to support more than 400 key organizations of the construction industry in various regions.
To increase labor productivity of small and micro organizations in the industry, the program provides processes for replicating turnkey solutions and best practices developed based on the most effective projects. To improve efficiency, reduce the duration of the design and construction cycle, and lower the labor intensity of processes, it is planned to develop standards for performing work and 375 typical design solutions. By 2030, the share of major and medium-sized organizations in the construction industry covered by program measures should be at least 40%.Expected contribution to labor productivity growth is 3.3%, increase in production output is 6–16%.
Scaled systemic measures are planned, including regulatory changes, development of human resource potential, automation and robotization of processes in construction. Among the initiatives are the elimination of administrative barriers, improvement of state support measures, and reduction of financial burdens on industry organizations.
Within the framework of the program, personnel training will be revised to include training programs on operational efficiency and lean production principles. The agency subordinate to the Ministry of Industry and Trade, “RoskapStroy,” will become an educational platform for the training and retraining of industry specialists.
In 2026, for testing program events and subsequent scaling of the developed solutions, 12 regions were selected, representing various geographical and economic zones of the country. This list includes Volgograd, Kaliningrad, Lipetsk, Nizhny Novgorod, Novosibirsk, Rostov, Sverdlovsk regions, the Republics of Bashkortostan, Crimea, Tatarstan, the Chechen Republic, and Khabarovsk Krai.
Industry agreements on cooperation have been concluded today between sectoral and regional competence centers, sectoral ministries of Novosibirsk, Nizhny Novgorod, Lipetsk, Rostov, Kaliningrad, Volgograd regions, Khabarovsk Krai, the Republic of Crimea, and the Republic of Bashkortostan.
An interregional working group has been formed, which includes authorized representatives of the ministries of these regions.
The consolidation of efforts will allow ensuring a systematic approach to solving tasks aimed at improving the efficiency, quality, and safety of designing, constructing buildings and structures, and building automobile and railway roads.
