Deputy Prime Minister Dmitry Patrushev took part in the plenary session of the reporting and program forum of the “United Russia” party “There is a Result!” in the Omsk region. The event was also attended by the First Deputy Chairman of the Federation Council, Secretary of the General Council of the “United Russia” party Vladimir Yakushev and the Plenipotentiary Representative of the President of Russia in the Siberian Federal District Anatoly Seryshev.

The Deputy Prime Minister spoke about achievements in the agro-industrial complex (APK). Russia provides itself with the main types of food: grain, meat, vegetable oil, fish, sugar, and potatoes. In 2025, the third largest grain harvest in the country’s history was obtained – over 144 million tons. Milk production for the first time in almost 30 years exceeded 34 million tons. Food products from domestic production are purchased by more than 160 countries. Advanced technologies are actively being implemented in the industry.
Systemic state support plays an important role. In recent years, its volume has consistently exceeded 500 billion rubles. The party consistently supports large-scale financing of the industry when approving budgets. At the same time, additional support mechanisms and legislative initiatives are being developed within the framework of the party project “Russian Village.”
In the current year, a separate federal project for the development of small agribusiness has appeared. With the assistance of “United Russia,” about 15 billion rubles are allocated for its activities. Also, in connection with the national program, the sale of farm products is supported – about 80 agro-aggregators have appeared, which help farm goods get onto the shelves of retail chains.
“There is a strategic goal set by the head of state before the industry: by 2030, it is necessary to increase production volumes by a quarter and increase exports by one and a half times. This is directly related to the further intensification of production through advanced technologies and scientific developments. For this, since 2025, the national project ‘Technological Support of Food Security’ is being implemented. I am confident that through joint efforts we will ensure our agrarian sovereignty,” emphasized Dmitry Patrushev.
An important decision of the Government and “United Russia” in the field of personnel training for the industry was the creation of agrotechnological classes. Within the framework of the national project, there are already more than a thousand of them. By the end of 2030, there should be 18 thousand such classes.
Since 2020, a state program “Comprehensive Development of Rural Territories” has been implemented. Over this entire period, the amount of allocated funds amounted to almost 500 billion rubles. Transformations have affected 13 thousand settlements and positively impacted the quality of life of 17 million people. More than 6 thousand infrastructure facilities have been built and modernized. Many projects are public initiatives entering the party.
Before handing over to the natural resources block, Dmitry Patrushev emphasized that the priorities designated by the President and reflected in the national project “Ecological Well-Being” are synchronized with the national program and party projects.
In recent years, a large-scale elimination of accumulated environmental damage has been carried out. 279 major sites have been recultivated. About 200 of these are landfills within city limits. All this has positively affected the quality of life of nearly 30 million people. The elimination of the largest hazardous sites continues – these are the Krasny Bor landfill in Leningrad Region, the Usolye Improm site, as well as the Baikal Chemical Combine in Irkutsk Region.With the support of the party, the so-called Usolsky law was adopted, establishing requirements in the field of environmental pollution for hazardous facilities, introducing a system of colored payments for negative impact.
Throughout the country, construction of modern infrastructure for waste management is underway, and the fleet of special vehicles is being updated.
In addition, the geography of health improvement of water bodies is expanding, and the range of work now includes the reconstruction and construction of hydraulic structures to create guaranteed sources of water supply for the population. Measures aimed at improving air quality are being carried out in cities with high levels of pollution. And with the support of the Clean Air federal project party, the complex work is expanding. Work is also being carried out on forest restoration, and by order of the President, green belts around large cities and industrial centers are being formed.
For the preservation of biodiversity, the conservation of rare and endangered animal species, new protected areas are being created, and tourism in the national park is being developed under the President’s directive. It is very important that the government and the party support volunteer and public initiatives — campaigns such as “Memory Garden,” “Protect the Forest,” “I Choose Clean Air,” “Water of Russia,” and the party project “Clean Country.”
“In dialogue with ‘United Russia,’ we will continue to fine-tune the support system and improve the legislative framework. For all of us, the main result is the trust of the citizens. And here the party acts as a strong connecting link between the state and society,” summarized the vice-premier.
At the conclusion of the plenary session, Dmitry Patrushev and the First Deputy Chairman of the Federation Council, Secretary of the General Council of the United Russia party Vladimir Yakushev commented on the proposals of the forum round table participants.
Also, together with Vladimir Yakushev, Dmitry Patrushev visited the Omsk State Agrarian University named after P.A. Stolypin, where he communicated with students. In addition, there was a ceremony of laying flowers at the stele in honor of the teachers and students of Omsk GAU who died during the years of the Great Patriotic War.
