Registration is open for the All-Russian contest “Family Capital of Russia.” Cities with a population of over 100 thousand people will be able to compete for the title of the most pro-family city. Both statistical indicators—birth rate dynamics, the number of large families, marriage stability—as well as integral indicators—the presence of family infrastructure, a system of family support measures, and an information policy for forming a positive image of family and large families—will be evaluated during the competitive selection. “We have a special year – the Year of the Unity of the Peoples of Russia. And by declaring this year, the President said that Russia is a family of families. We are launching a wonderful contest ‘Family Capital of Russia,’ which has received the support of the State Council Commission on the direction ‘Family.’ This was preceded by serious discussions. Such a family capital could be Russian cities with a population of over 100 thousand people, but most importantly – these are cities with convenient and comfortable infrastructure for families,” noted Deputy Prime Minister Tatyana Golikova, launching the contest.

The contest “Family Capital of Russia” was organized on the initiative of the State Council Commission on the direction “Family” with the support of the Ministry of Labor. Its goal is to stimulate the activity of municipalities in creating a family-centered environment in cities, comfortable conditions for families planning the birth and raising of children, improving the quality of life of families with children, and spreading successful experience in supporting large families.

“The decision to have a child is an individual choice of each family, which is formed under the influence of a certain set of factors. For each family, the arguments in favor of having a child are their own. But none of them can be ignored. For a long time, there has been a belief that support for demographics lies exclusively within the realm of social policy — benefits, payments. However, modern studies show that the set of metrics influencing the family’s decision is much broader.”Our overall goal is to create all the necessary conditions for families with children and prospective parents to freely fulfill their desire to have children. We are consistently involving regions, employers, and now municipalities in the implementation of demographic policy. Depending on how oriented towards the interests and needs of families with children the space of our cities and villages is, often the decision about having another child depends on this. I am sure this competition will become an excellent platform for exchanging best practices and replicating successful experiences across the country,” emphasized the head of the Ministry of Labor, Anton Kotyakov.

From today, the candidate cities can begin working on their application. Each application is essentially a detailed, comprehensive analysis of the state of family infrastructure.

“The acceptance of applications will be extended until June 21. Then one and a half months are allocated for the expert evaluation of indicators, and a little more than a month for inspection visits to the finalist cities (no more than 10 cities). We check not the papers, but the real infrastructure. The competition organizing committee includes representatives of many federal agencies, scientific organizations, experts, and, of course, the parental community. The chairman of the expert commission will be Sergey Igorevich Rybalchenko. The evaluation is based on two groups of indicators: basic and integral.”Integral indicators encompass seven key aspects of city life: whether the infrastructure for families is well developed; whether there are programs that help families with children improve housing and financial conditions; what support measures for families the city offers together with the region; how active local authorities and public organizations are in searching for new solutions for families and demographics; whether conditions for a healthy lifestyle have been created; whether companies (regardless of ownership form) follow corporate demographic standards; how informational policy helps create a positive image of families and having many children.– said the chairman of the State Council commission on the direction “Family”, head of the Republic of Mordovia Artyom Zdunov.

Taking into account the amount of data that necessarily needs to be prepared by the cities—applicants for the title “Family Capital of Russia,” the representatives of the contest organizers, the expert commission, are starting today to consult the participating cities.

Among the finalists, along with the main winner — the family capital of Russia, prize winners will also be selected in the categories “City of future generations,” “City for a large family,” “Flagship of large families,” “City of happy parenthood,” “City of family stability.”

“In supporting families with children, it is not always necessary to invent something new. In our large country, at the level of municipal education, there are already many interesting and effective solutions and tools. It is simply necessary to improve, adapt, and spread them across the country. This could be, for example, increasing the accessibility of transport infrastructure for families with children, creating a family-centered environment in airports, on city streets, in stores, and leisure centers.”Large-scale competitions, such as the ‘Family Capital of Russia,’ should be held specifically at the regional level, as this provides the maximum effect for the exchange and implementation of the best initiatives,” emphasized the chairman of the Public Chamber Commission of the Russian Federation on demography, family protection, children, and traditional family values, a member of the Public Council under the Ministry of Labor, Sergey Rybalchenko.

Holding the competition “Family Capital of Russia” is an initiative of the State Council Commission on the direction “Family.” The competition is held with the support of the Ministry of Labor and the Presidential Cultural Initiatives Fund.

The competition will be held annually. At the same time, winners will not be able to nominate their city again for the honorary title for three years.
