China Requires Content Labeling for Short Videos

Beijing, May 13 /Xin Hua/ — The Chinese cyberspace regulator has instructed online platforms to standardize the labeling of content for short videos, requiring their creators to disclose whether the content contains fictional elements or materials created with the help of artificial intelligence /AI/.

For the respective platform, content labeling has become a mandatory step before publishing short videos, and the distributor must choose one tag from the list of mandatory categories, the Chancellery of the Central Commission on Cyberspace Affairs reported.

This step was taken against the backdrop of growing concerns about the emergence of fabricated and misleading online video content, including staged videos and materials created with the help of AI, which can blur the line between fact and fiction.

According to the requirements of the aforementioned chancellery, platforms must apply a system of mandatory tags closely linked to the authenticity of short video content, namely “contains fabricated or staged content,” “contains AI-generated content,” “contains marketing information,” “content repost,” or “personal point of view.”

For short videos that capture real-life events, the option “no label required” can be selected, and this tag will not be displayed on the video page.

Since January of this year, the aforementioned office has ordered online platforms in a regulatory manner to delete more than 520 thousand problematic short videos containing staged or fabricated content. More than 68 thousand accounts have been subject to penalties during this process. -0-
