Deputy Prime Minister Tatyana Golikova spoke at a meeting of the Ministry of Culture collegium, which was held in the building of the Tretyakov Gallery on the Kadashevskaya Embankment. The results of the ministry’s work for 2025 were announced, and plans for 2026 were outlined.
“The year 2026 has been declared by the President of the country as the Year of Unity of the Peoples of Russia. One of the key tasks facing us,” said Tatyana Golikova, “is the preservation of traditional values, our unique culture, the traditions of the peoples living in Russia, and the strengthening of interethnic peace. A special role here is assigned to culture, as a sector which, interacting with every person, is capable of conveying these values.”
In her report, the Deputy Prime Minister focused on a priority task in the field of culture. She emphasized that this year, the implementation of the plan of activities approved by the head of state, the Fundamentals of State Policy on the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values, will be completed and it is necessary to ensure the development of a new draft plan for the implementation of the Fundamentals for 2027–2030. It is also necessary to activate work on the inventory of regulatory acts and sectoral strategic documents.
One more important direction is the perpetuation of the memory of the victims of the genocide of the Soviet people by the Nazis and their accomplices. Here, as Tatyana Golikova noted, the primary task for the Ministry of Culture together with the National Historical Memory Center is to create a unified system at all levels of public authority for organizing events to perpetuate the memory of the victims of the genocide of the Soviet people.
In 2025, within the framework of the national project “Family”, a new federal project “Family Values and Cultural Infrastructure” was launched. For its implementation in 2025, 26.8 billion rubles have been allocated from the federal budget.
“For the past year, we have seen positive results – 57 libraries, 39 children’s schools of arts, 30 museums, 10 theaters, and 25 houses of culture have been modernized. The technological equipment of 138 museums and 30 regional and municipal theaters has been completed, and 272 libraries have been re-equipped according to the model standard,” reported the deputy prime minister.
She noted that behind these figures stands a great deal of work by regional authorities and regional cultural institutions, and instructed the Ministry of Culture to monitor the timely introduction of all facilities.
“It is important to ensure that new and modernized institutions are filled with quality content, interesting for everyone – from children to the older generation,” emphasized Tatyana Golikova.
She added that creating new, high-quality content by cultural institutions is one of the mechanisms for solving the task of expanding the “Pushkin Card” program set by the President of the country. The Deputy Prime Minister asked the regions to pay attention to the necessity of directing funds received from ticket sales under the program, primarily towards creating new cultural projects demanded by the youth.
“The ‘Pushkin Card’ program celebrates its fifth anniversary this year. More than 12.5 thousand cultural institutions participate in it. It pleases that increasingly institutions in small towns are joining the project – cultural centers that become points of attraction for young people,” said Tatyana Golikova.
The organizations most actively involved in the implementation of the program are located in the Kursk, Novgorod, Bryansk, Rostov regions, and the Chechen Republic.
Separately, Tatyana Golikova focused on the preservation of cultural heritage sites. By the directive of the head of state, the Government approved last year a program for the preservation of the cultural heritage sites of the peoples of the Russian Federation until 2045. By 2030, it is necessary to bring at least a thousand such sites into order across the country.
Among the priority tasks is the implementation of the social and cultural development program in the territories of historical regions. In 2025, 4.5 billion rubles from the federal budget will be allocated to the development of the cultural sphere. Also, by order of the head of state, the Government has approved a program for the comprehensive restoration and development of the territories affected in the Belgorod, Bryansk, and Kursk regions until 2030, which includes measures for the restoration of cultural institutions.
One more important direction is personnel. Without qualified and interested employees, it is impossible to solve the tasks facing the industry. Since last year, the program “Zemsky Worker of Culture” has begun to operate. It is necessary for the regions to make the most use of the potential of this program, to take additional support measures to retain specialists in the localities, the vice-premier emphasized.
“One more important task is supporting the participants of the special military operation and members of their families. We are obliged to create conditions for the full-fledged return of the defenders of the Fatherland to peaceful life, strengthening family ties. Last year, the Ministry of Culture developed methodological recommendations for the regions on organizing free access for participants of the special military operation and their family members to events in regional and municipal cultural institutions. Currently, more than 4.8 thousand such institutions are available for free visits,” said Tatyana Golikova.
The Deputy Prime Minister noted that it is important to involve servicemen, participants and veterans of the special military operation as consultants in the creation of theatrical productions, scripts of feature films, literary, artistic, musical and other works dedicated to the special military operation. Examples of valor, combat and civilian feats of our heroes should be widely used in educational, cultural and creative projects.
Separately, Tatyana Golikova noted the work on supporting film production.
“We see an increase in the number of nationally supported national films created and good results in cinema box office receipts. Last year, total box office revenue exceeded 50 billion rubles, of which 39 billion, or 77%, were domestic films,” emphasized Tatyana Golikova.
In conclusion, the Vice Prime Minister thanked everyone for their conscientious work, wished new successes in further work and in solving all assigned tasks.
Minister of Culture Olga Lyubimova spoke with a report on the results of the department’s work.
“A lot was really done last year. And I thank everyone present in this hall, because the development of the cultural sphere is a coordinated effort of all of us. Last year, the federal project “Family Values and Cultural Infrastructure” of the national project “Family” was launched. At the final board meeting, the governor of Sevastopol Mikhail Razvozzhaev, the head of the National Center for Historical Memory under the President of the Russian Federation Elena Malysheva, the chairman of the Public Council under the Ministry of Culture of Russia Alexander Chaikovsky, and the director of the State Russian House of Folk Art named after V.D. Polenov Tamara Purtova also spoke.
Based on the results of the meeting, the Report on the main directions and results of the activities of the Ministry of Culture of the Russian Federation in 2025 and the tasks for 2026 was approved, as well as the Public Declaration of the goals and tasks of the department for 2026 was adopted.
