Vice Prime Minister Tatyana Golikova held another meeting of the interdepartmental working group to develop additional response mechanisms to the situation unfolding in the labor market. Meeting participants discussed the organization of work of authorized officials of the regions, responsible for coordinating work on staffing industries of the economy, the social sphere, and adapting the labor market to technological changes. In addition, the agenda included the results of the implementation of the “roadmaps” in 2025 in 10 regions of the country with the highest unemployment levels.

The Deputy Prime Minister noted that, following the instructions of the Head of State, based on the results of the meeting of the State Council in December 2025, issues for consideration by the interdepartmental working group were updated: the situation in the sectors of the economy and social sphere (including issues of employment and staffing), the training of personnel by the education system, staffing for national projects of technological leadership, the prospective demand of the economy for personnel. Also, the meeting plans to consider issues related to the implementation of regional programs in the field of labor and employment on the initiative of the subjects.

The updated composition of the interdepartmental working group has been approved, which includes authorized officials from all regions of the country responsible for coordinating work on staffing the sectors of the economy, social sphere, and labor market adaptation to technological changes. PJSC “Sberbank,” ANO “Russia – Land of Opportunities,” and RANEPA will conduct training for authorized personnel in the field of the impact of technological changes on the economy sectors and the labor market. Special attention will be paid to building personnel models for the regions.

Tatyana Golikova also emphasized that a working group has been created under her chairmanship to develop a strategy for personnel provision in the sectors of the economy and social sphere and adaptation of the labor market to technological changes for the period up to 2036. The working group includes representatives of the Presidential Administration, commissions of the State Council, federal and regional authorities, state corporations, PJSC Sberbank, ANO Strategic Initiatives Agency for Promoting New Projects, and others.

The main tasks of the working group are the analysis of personnel provision in the sectors of the economy and social sphere, assessment of the forecasted impact of artificial intelligence, robotization, and remote employment on the formation of personnel demand, interaction with representatives of the scientific-educational and expert community.

In addition, the participants of the meeting discussed the results of the implementation based on the outcomes of 2025 of the “roadmap” adopted for the period up to 2030 in 10 regions of the country with the highest level of unemployment according to the methodology of the International Labour Organization. Among the regions are the republics of Altai, Dagestan, Ingushetia, Kalmykia, North Ossetia – Alania, Tyva, Kabardino-Balkaria, Karachay-Cherkessia, Chechen Republic, and Zabaykalsky Krai.

Tatyana Golikova emphasized that “roadmaps” for improving the labor market situation have been prepared according to the instructions of the head of state, and their implementation began in the first quarter of 2024. From 2025, monitoring the results of the implementation of the “roadmaps” is provided for by the federal project “Labor Market Management” of the national project “Personnel.”

Target indicators of the “road maps” – unemployment level, number of new jobs, reduction of shadow employment, employment level of university and college graduates.

The average annual unemployment rate in 2025 decreased in 10 regions implementing “roadmaps.” All regions met the target indicators, except for the Republic of Ingushetia, where the unemployment rate indicator was slightly not reached.

The employment rate over the year increased in nine regions, except for the Republic of Tyva, where the indicator decreased from 52.9 to 52.7%.

The total number of jobs by the end of 2025 in 10 regions amounted to more than 1.4 million, which is 2.2% more than at the end of 2024. Positive dynamics are observed in eight regions. In the Altai Republic, the situation remained practically unchanged, while in the Republic of Tyva a decrease of 0.3% was recorded.

The average income per workplace per year increased by 13% – from 58 thousand to 65.7 thousand rubles. The highest growth in total income was recorded in the Chechen Republic – 32.5%, the Republic of Dagestan – 26.7%, and the Kabardino-Balkarian Republic – 20.1%.

In December 2025, the total number of employed persons in 10 regions amounted to almost 1.8 million people, which is 12 thousand more than the previous year. At the same time, all regions increased the number of employed under labor and civil law contracts, as well as individual entrepreneurs. At the same time, the number of self-employed persons decreased, mainly those with low or zero income. The number of self-employed persons with income above the minimum subsistence level increased from 60 thousand to 102 thousand people.

Following the meeting, regions were instructed to take all necessary measures to achieve the target indicators of the “roadmap” within the established deadlines, including through the implementation of active employment assistance measures, and to pay special attention to the employment indicators of university and college graduates. Regions were also instructed to clarify the “roadmaps” taking into account the economic situation in the region based on the methodological recommendations of the Ministry of Labor.
