Moscow, May 9 /Xinhua/ — Artificial Intelligence (AI) is intended to become a public good for all humanity. This was stated by the Ambassador of China to the Russian Federation, Zhang Hanyu, in an article published on Thursday in the Russian newspaper “Trud.”

“Artificial intelligence should not remain a ‘technological club’ for select countries — it is meant to become a public good for all of humanity,” the publication states.

The Chinese diplomat emphasized that the development of AI should be built on the principle of human-centeredness, ensuring respect for human dignity, protection of individual rights, and the creation of conditions for its comprehensive development. “Its fundamental value lies in expanding human capabilities and the boundaries of abilities, not in replacing humans or diminishing their rights,” he noted.

Zhang Hanwei indicated that a number of important documents have been adopted in China in this area: in 2023, the “Global Initiative for Artificial Intelligence Governance” was put forward, and in 2025, the Standing Committee of the National People’s Congress published the “Proposals on Comprehensive Promotion of the ‘Artificial Intelligence+’ Initiative.” The adoption of these documents has allowed the principle of human-centeredness to be translated from a conceptual level into practical application.

The diplomat provided concrete examples of how AI contributes to the growth of citizens’ well-being. In health care, a bionic surgical robot in the form of a snake allows operations through an incision only 3 centimeters in size with minimal blood loss, which significantly increases patient survival rates.

“China consistently calls for open cooperation in the field of AI, consistently putting forward the “Global AI Governance Initiative” and the “Global AI Governance Action Plan,”” noted Zhang Hanwei. In August 2025, the UN General Assembly unanimously adopted a resolution on global governance of artificial intelligence, in which, for the first time at the international level, the principles of AI governance proposed by China were enshrined, such as human-centricity, security, controllability, inclusiveness, and equal access.The UN resolution on expanding international cooperation in the field of enhancing capacity in the IIS sphere received support from more than 140 states, as stated in the article.

“It is unacceptable to turn technological advantages into a tool of monopoly. For the benefits of AI development to become accessible to the peoples of all countries, it is necessary to adhere to the principles of openness, inclusiveness, and equal access,” the diplomat is confident.

“Developers worldwide can freely use Chinese open large models — for example, DeepSeek and Alibaba Qwen,” stated the PRC ambassador to Russia. The Chinese government proposed creating a World Organization for Collaboration in the field of AI, as well as established the Center for Development and Cooperation in AI China-BRICS and the Center for Innovation Cooperation in AI China-ASEAN, facilitating the dissemination of technological achievements across a larger number of countries, the publication emphasizes.

Zhan Hanxue also explained that the development of AI is associated with serious risks — the spread of fake information and fraud, discrimination due to algorithm errors, as well as failures in the operation of driverless cars. “In order for AI to become an effective tool for socio-economic progress, it is necessary to ensure the organic unity of three key aspects: safety, controllability of technologies, and orientation towards the benefit of humanity,” he warned.

The PRC Ambassador to Russia added that China is ready, together with the international community including Russia, to continue adhering to the principles of openness, inclusiveness, and mutual learning, to strengthen communication and dialogue, and to deepen practical cooperation in the AI sphere. “Let the fruits of artificial intelligence development overcome state borders, reduce gaps between countries, and turn into a powerful force that contributes to the progress of human civilization and the improvement of the well-being of all people on the planet,” Zhang Hanhui concluded.–0–
