Deputy Chairman of the Government Tatyana Golikova held a meeting of the project committee on the national project “Personnel.” Representatives of the Ministry of Labor, Ministry of Education and Science, Ministry of Education, Ministry of Economic Development, Federal Agency for Youth Affairs, Federal Service for Labor and Employment, Federal State Statistics Service, and others took part in the meeting. The participants discussed the results of the implementation of the national project in 2026, as well as the federal projects included in it.
Opening the meeting, Tatyana Golikova emphasized that the national project is primarily aimed at the active involvement of citizens in employment and ensuring the economy’s need for personnel, training specialists to meet the needs of employers.
Within the framework of the national project “Personnel,” four federal projects are being implemented.
The formation and annual update of the forecast of sectoral economic personnel needs over a seven-year period is provided for by the federal project “Labor Market Management.” The basis of the forecast will be the results of the all-Russian employer survey launched in March on the prospective demand for personnel in 2027–2033. About 115 thousand enterprises and organizations have already participated. In addition, 249 employers have been selected to conduct independent mid- and long-term needs studies in 2026, which will allow the formation of competence models for 11 of the most important high-tech areas.
In 2026, the modernization of 295 employment centers in 14 regions of the country is planned, with training on new corporate standards to be attended by 6 thousand employees of the employment centers. The average employment time in the modernized employment center last year decreased by 16.3%.
Within the framework of the federal project “Education for the Labor Market,” national rankings of universities and colleges have been updated based on the level of employment and salaries of graduates. For the convenience of applicants and their parents, the rankings have been published three months earlier than in 2025, on March 27 of the current year, on the “Work of Russia” portal. They covered 496 thousand graduates from 1 thousand universities and 698 thousand graduates from 3.9 thousand colleges. In total, 232 rankings were formed across 52 detailed groups of specialties, including 185 university rankings and 47 college rankings.
Active work is underway to prepare for the targeted training enrollment within the framework of the 2027/2028 admissions campaign. As of March 1, 2026, employers and customers have submitted 70 thousand applications for 124 thousand study places.
Methodological recommendations on career guidance and routing of students and graduates of universities and colleges are supplemented by a section on supporting young people with disabilities.
As part of the federal project “Active Employment Assistance,” a program of free training and additional professional education for certain categories of citizens in demand professions is operating. In the current year, it is planned to train 104 thousand people. A total of 213 most in-demand professions have been selected, including 27 reserved exclusively for participants of the special military operation. In total, about 5.7 thousand programs are available. Since the beginning of 2026, more than 84 thousand applications have been submitted on the “Work of Russia” portal, which is one third above the demand of 2025 for the same period.
In addition, work continues on subsidizing equipment for workplaces for citizens with disabilities. Employers are reimbursed up to 200 thousand rubles for the purchase of equipment, installation, and equipping of workplaces.
In the course of implementing the federal project “Person of Labor,” there is an increase in the proportion of citizens who consider working professions prestigious. According to VCIOM data, in the first quarter of 2026, the share of such citizens amounted to 74%.
To enhance the prestige of working professions, on March 30 the acceptance of applications for the conduct of regional stages of the All-Russian professional skills contest “Best in Profession” was opened. As of April 1, 2026, 144 applications have been submitted. This year, the contest will unite 413 regional stages across 25 nominations, which is twice the number of last year’s figures. The conduct of the regional stages is planned until June 30.
On April 17, the regional stage of the All-Russian Employment Fair was held in all regions of the country, attended by 474 thousand people, more than 23 thousand companies presented 450 thousand vacancies at 2755 venues. Thanks to this, 74 thousand job seekers received job offers, and 12 thousand of them have already started working, including 119 veterans of special military operations.
Following the meeting, the regions were instructed to take comprehensive measures to achieve all target indicators of the national project “Personnel,” paying special attention to activities aimed at supporting employers in terms of employee employment: subsidizing hiring, increasing labor resource mobility, employing workers, and relocating from another locality or other territories.
