On Monday, the UN Committee on the Elimination of Racial Discrimination published its findings on the situation in a number of countries, including Uzbekistan.

Experts expressed concern about the lack of transparency and accountability regarding human rights violations related to the protests in the Republic of Karakalpakstan in July 2022. They noted that the relevant report of the parliamentary commission, submitted to the parliament (Oliy Majlis) of Uzbekistan in December 2024, has not yet been published.

The committee appealed to Uzbekistan with a request to investigate reports of violations and abuses against representatives of the Karakalpak ethnic group during and after the protests, including unlawful killings, excessive use of force on racial grounds, arbitrary detentions, torture, and cruel treatment.

Experts call to hold the guilty accountable, provide adequate legal protection to victims and their families, and publish the report of the parliamentary commission.

Members of the Committee also expressed concern that, according to available reports, development projects have led to the forced eviction of representatives of ethnic minorities, in particular Roma communities. At the same time, they do not receive adequate compensation, and access to judicial and administrative legal protection remedies is limited.

The committee called on Uzbekistan to stop the demolition of housing and forced evictions affecting ethnic minorities. In cases where it is impossible to avoid the eviction or demolition of buildings, people should receive alternative housing and compensation, as well as have access to effective legal protection measures, experts emphasized.
