The speech is about the implementation of the national project of technological leadership “New Materials and Chemistry” and the development of the so-called cluster investment platform – this is a special mechanism that provides business with the opportunity to increase the production of priority products, which is especially important for achieving the technological sovereignty of our country – a goal set by the head of state. At the beginning of his report, the hotel manager briefly reviewed the main results of the past year.

In 2025, the grain harvest amounted to 144.6 million tons, which is the third-best result in the country’s history. At the same time, the gross collection of leguminous crops reached a record 8 million tons. In addition, a historical maximum was achieved for oilseed crops, including soybeans and rapeseed, as well as for fruits and berries in the organized sector.

Overall, the results of the sector’s work ensured the fulfillment of the main parameters of the Food Security Doctrine and allowed us to strengthen the self-sufficiency of our country in all key areas.

As for the current year. At present, the sowing campaign is in an active phase. Spring field work has already been started in 55 regions.

Along with the anomalous weather conditions that we all see in the central region, the Volga region, and some southern regions, agrarians are not fully able to start sowing, so work is still lagging behind last year.

Currently, about 4.6 million hectares have been sown across the country in total. And we are counting on a rapid normalization of the weather, which will allow us to increase the pace and complete spring sowing within optimal agrotechnological periods.

A total of about 56 million hectares have been allocated for spring crops this year. Another approximately 20 million hectares are occupied by winter crops, of which 97%, despite the weather, are still in irrigated and satisfactory condition. I note that this is significantly better than last year’s indicator.

Overall, we forecast that the total sown area this year will increase and amount to 83 million hectares.

Dear Mikhail Vladimirovich!

I want to emphasize that currently agrarians are provided with everything necessary for a successful sowing campaign, including seeds, fertilizers, machinery, fuel and lubricants, and other resources.

We, on our part, constantly monitor the situation in the region, including within the framework of district and federal headquarters, which are held weekly. At the moment, apart from the weather, we do not record any difficulties.

If we talk about seeds – you have spoken quite in detail about them – seed grain and legume crop producers are fully provided. Planting material for other crops is also prepared on time for the planned deadlines. We continue to stimulate domestic breeding. Together with the regions, we have approved a plan to increase the share of Russian seeds sown by 2030.

I want to separately state that since 2022 our need for imported sowing material has been steadily decreasing. And last year, the level of self-sufficiency in this area approached 70% (according to the doctrine, we should reach 75% by 2030).

One more factor for the successful conduct of sowing is the provision of farmers with available mineral fertilizers.

Every year we approve a procurement plan, based on existing demand. And currently, deliveries are proceeding as usual, fertilizer stocks on the market are sufficient.

At the same time, of course, in connection with the current global situation, we are closely monitoring the prices of mineral fertilizers. And here, systemic measures continue to be in effect, which guarantee their accessibility for Russian farmers.

In particular, for nitrogen and nitrogen-containing fertilizers, including ammonium nitrate, maximum retail prices have been fixed. Until May 7, temporary restrictions on the issuance and granting of export licenses for ammonium nitrate have been introduced, and non-tariff quotas for the export of certain types of fertilizers have been established for the period until November 2026.

The set of these measures currently allows maintaining a stable situation in the domestic market.

Regarding technical equipment. The region is fully prepared for the sowing by agricultural producers.

This year, agrarians have acquired almost 7 thousand units of new machinery. At the same time, the supply rates through the preferential leasing mechanism exceed last year’s by 1.3 times.

Separately, together with the Ministry of Industry and Trade, we are working on improving the efficiency of fertilizer use and reducing its cost. We are addressing the issues of developing new samples, taking into account the current needs of farmers.

A few words about the situation in the fuel market.

To ensure uninterrupted supply to the farmers, we have agreed upon and approved the necessary volumes of fuel and lubricants with the Ministry of Energy for conducting fieldwork. And currently, there are no disruptions in deliveries.

I will separately stop on providing financial resources to mudflow producers.

In the current year, 26.5 billion rubles are allocated for subsidizing concessional short-term loans. About 17.5 billion of this amount is for seasonal work, which fully covers the needs of our farmers.

Also, against the backdrop of increasing climate risks, we continue to develop agroinsurance with government support. This year, 4 billion rubles have been allocated to finance this mechanism for protecting crop producers, which exceeds last year’s level.

In concluding my report, I emphasize that our industry is fully – both technically and technologically – ready for sowing. And of course, we are counting on worthy results at the end of this year.
