The solemn ceremony of laying the zero kilometer of the Azov airport – a symbol of the future facility – took place at the Caucasian Investment Forum via video link. The event was attended by Deputy Prime Minister Alexander Novak, Minister of Economic Development Maxim Reshetnikov, Minister of Transport Andrey Nikitin, head of the Karachay-Cherkess Republic Rashid Temrezov, Chairman of the Board of Directors of Renova Group Viktor Vekselberg, and CEO of Airports of the Regions Management Company Evgeny Chudnovsky.
“The implementation of the Arsyz airport project is an important stage in the development of the transport and tourist infrastructure of the North Caucasus. We see a stable growth of investor interest in the region. The creation of modern aviation infrastructure will allow lifting existing restrictions and ensure further development of resort areas. The project is being implemented with the attraction of private investments within the framework of a concession and is an example of effective interaction between the state and business,” noted Alexander Novak.
Construction of the new airport is planned to commence in the second half of 2026. The Ministry of Transport and Rosaviatsiya have agreed on the key infrastructure parameters, including runway length, the number of parking spaces, and the terminal throughput capacity. The projects for the airfield and terminal infrastructure, as well as objects of special technical equipment for the territory, have been approved by “Glavgosexpertiza”. Completion of construction is expected in 2029.
“Airport Arsk – is infrastructure that directly affects the region’s economy. Improving transport accessibility will allow faster launching of investment projects in tourism, increase the load on operating resorts, and give an impulse to the development of small and medium businesses. As a result, this means new jobs and income growth in the region,” said Maksim Reshetnikov.
Minister of Transport Andrey Nikitin emphasized that the development of air transport infrastructure continues according to the President’s instructions. By 2030, there should be 241 airports operating in Russia, 75 of which will be new and modernized, including Arkhyz, which will be built from scratch.
“This will be the first and long-awaited airfield in Karachay-Cherkessia, it will help tourists get to the popular resorts of Arkhyz and Dombay, to which they are currently forced to travel several hours by road from Mineralnye Vody airport. In the zone around the cities of the Krasnodar and Stavropol regions, air mobility of passengers from several regions will therefore increase,” said the head of the Ministry of Transport.
Within the construction framework, a takeoff and landing strip 3 km long will be created, two taxiways, three teletraps, and a command-dispatch center. The throughput capacity of the new aviation hub will be at least 1,000 passengers per hour, and by 2032, the volume of passenger traffic could reach 2 million people per year.
The design of the aerodrome infrastructure was carried out by the subsidiary institute of Rosaviatsia, “Aeroproject”. The standard type of aircraft for the airport is the Airbus A321-200.

Construction of the new airport will be carried out within the framework of a concession between the Karachay-Cherkess Republic and UK “Regional Airports.” The agreement on this was signed at the Caucasus Investment Forum. The project is being implemented with the involvement of off-budget investments; part of the financing is envisaged within the framework of federal mechanisms to support regional development.
