In Anadyr, Yuri Trutnev, Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District, held meetings on the socio-economic development of the Chukotka Autonomous Okrug, on the implementation of the Baimsky Mining and Processing Plant project, and also visited a number of social facilities.
“Chukotka is a rather difficult region for life. Extreme climatic conditions create quite a few obstacles for people’s lives and for the implementation of investment projects. To support investors in the Chukotka Autonomous Okrug today, three preferential regimes are operating: TO “Chukotka”, the free port Vladivostok, and the Arctic zone of the Russian Federation. With state support measures, 101 investment projects are being implemented for a total amount of 1.3 trillion rubles. This is the fourth place in the Far Eastern Federal District (FEFD). Actually, 511 billion rubles have been invested. Fifty-four projects have been put into operation. More than 9,200 jobs have been created.”The industrial production index in Chukotka increased by 6.8% by the end of 2025. This is a fairly high indicator both for Russia and for the Far East. The growth rates of the average monthly salary amounted to almost 15%. This is also higher than the average Russian indicators and higher than the indicators of the Far Eastern regions, which, however, should not lead to such a peak in prices. Revenues of the consolidated budget increased by 16.7%, own revenues by 32.5%. That is, in principle, the region is developing. In 2025, GDP growth amounted to 6.8%, largely thanks to large extraction projects and the development of the service economy. In addition to the large-scale development project of the Baimskaya ore zone in the region, large gold and silver deposits are also being developed: Kekura, Maiskoye, Karalveemskoye. The Pyrkakayskiye stockworks and Sovino deposits are being prepared for launch. In addition to industrial production, the number of small and medium-sized enterprises is growing (eighth place in Russia) – primarily local contractors working on servicing large projects.
Attention is paid to improving the quality of life of people, supporting families, and increasing the birth rate. Since 2023, a regional program to increase the birth rate has been in effect. Chukotka ranks first in the Far Eastern Federal District (FEFD) and sixth in Russia in terms of the total birth rate coefficient. The number of large families is growing. There are 1,268 such families living in Chukotka. In terms of the birth rate coefficient of the third and subsequent children, Chukotka also holds first place in the FEFD and eighth place in the country.
Within the framework of the presidential unified subsidy, 19 social facilities have been built and reconstructed in the district. This includes the reconstruction of the Chaun district hospital and two schools in Anadyr, mobile residential houses were acquired for the reindeer herding brigades, and housing was provided for social workers. Thanks to the actions of the “Far Eastern Mortgage” and “Hectare” programs, 494 families in the region improved their housing conditions, and nearly 1,500 people received land plots.
The implementation of master plans was considered. By the instruction of the President of Russia Vladimir Putin, the master plan of the Anadyr urban agglomeration and the master plans of the key settlements – Bilibino, Pevek, and Egvekinot – are being implemented.
The master plan of the Anadyr urban agglomeration provides for the construction and reconstruction of 28 facilities. Six infrastructure projects have been completed, including the construction of two apartment buildings, the improvement of the city square, and the repair of the courtyard areas in three blocks.
The region belongs to the Arctic zone of the Russian Federation, therefore master plans for key settlements of the Arctic are also implemented here – Bilibino, Pevek, Egvekinot. A total of 76 events are planned. As of today, two have been completed – a major overhaul of an education center has been carried out and a helicopter pad has been equipped in the village of Ryrkaypiy.
Among the primary tasks is improving the quality of education and medical care.
Patriotic education of the younger generation was discussed. Chukotka officially became a pilot site of the Ministry of Education for spiritual and moral education of preschoolers. A program called “The Homeland Begins with Us” was developed and launched in Chukotka kindergartens. Chukotka became a federal site for testing “Conversations about Important Things for Preschoolers” in kindergartens. According to the governor of the Chukotka Autonomous Okrug, Vladislav Kuznetsov, the number of activists — children involved in the activities of children’s public associations — is growing.This is “Yunarmiya”, “Eaglets of Russia”, “Movement of the First” – they already unite more than 87% of all students. Perspectives for the creation of a center for patriotic education and military-sports training “Warrior” were also considered.
A separate meeting was devoted to the implementation of the Baimsky Mining and Processing Plant project. “This is the largest potential project in Chukotka, one of the largest projects in the Russian Federation and the world. The project was launched with the support of the President of the Russian Federation Vladimir Vladimirovich Putin,” Yury Trutnev opened the meeting.
The operator of the “GDK Baimskaya” project is constructing a mining and processing complex based on one of the world’s largest undeveloped copper deposits – Peschanka. The project implementation is carried out in accordance with an integrated plan approved by the Deputy Chairman of the Government – plenipotentiary representative of the President in the Far Eastern Federal District, Yuri Trutnev.
The Baimsky project includes the construction of 46 facilities with an investment volume of over 1.1 trillion rubles. Among the key facilities are the mining and processing plant at the Peschanka deposit, the universal sea terminal Chaun, an all-season road more than 400 km long from the mining and processing plant to the sea terminal, and a high-voltage 330 kV power transmission line running parallel to the road.
Summing up the results of the meeting, Yuri Trutnev emphasized the significance of the project for the region and the necessity of introducing changes to the existing legislation for the implementation of the project: “We support this project. It will allow the Chukotka budget to double. That is practically a different life for the territory. But the questions raised today regarding the development of the project are quite complex. Solving them requires, among other things, amendments to at least three federal laws.”We will give the appropriate instructions based on the results of today’s meeting and will work collegially to ensure that these instructions are carried out as quickly as possible.
Also in Anadyr, Yuri Trutnev visited a kindergarten based at the MBOU “Secondary General Education School No. 1 of the city of Anadyr,” created within the framework of the national project “Demography” and opened at the end of August last year, inspected facilities at GAPOU “Chukotka Multiprofile College,” and visited a rental house.
