Sobyanin: The “Early Assistance” Project Provides Comprehensive Support for Newborns

Every year in Moscow, more than 100 thousand children are born, about six percent of newborns fall into the risk group — these are children born prematurely (up to 37 weeks), with low body weight (up to one and a half kilograms), and who have experienced critical conditions requiring connection to an artificial lung ventilation machine.

Every such child requires special attention. Observation by only a pediatrician for these children is not enough — constant support from a team of specialists is necessary. Previously, parents had to turn to different medical institutions for this, which complicated and prolonged the process of receiving such necessary assistance in the early years of the child’s life.

In April 2025, by the decision of Sergey Sobyanin, the implementation of a new city project “Early Assistance” began, which provides comprehensive care and targeted support to every small patient and his family.

This includes babies born before 37 weeks, with a body weight up to 1.5 kilograms, and those who experienced critical conditions at birth. Within the framework of the project “Early Assistance” based on four medical institutions — the Children’s City Clinical Hospital (DGKB) named after Z.A. Bashlyaeva, Morozovskaya DGKB, DGKB named after N.F. Filatov, the Moscow Multidisciplinary Clinical Center “Kommunarka” — early assistance centers were opened. A multidisciplinary team of specialists (pediatricians, neurologists, ophthalmologists, surgeons, orthopedic doctors, cardiologists, endocrinologists, and others) works with each child according to clear standards defined by the professional medical community.

If desired, parents can quickly contact the attending doctor from home using telemedicine to discuss the child’s condition and assess the necessity of an in-person visit.

In addition, each of the four early assistance centers is assigned centers for the development of the Department of Labor and Social Protection of the Population. There are 16 such centers in total.

Thus, children are placed under continuous observation by a multidisciplinary team of specialists from early intervention centers and development centers. An individual support program is developed for each child, taking into account the specifics of their development.

Specialists in motor development, defectology, psychology, and speech therapy teach babies to walk, talk, communicate, formulate and express their desires and emotions. It is possible for specialists to visit the home to help the family arrange everyday life for the baby.

An important task is to support the family and minimize the stress experienced by parents as a result of having to make numerous difficult decisions related to the birth of a child with special health conditions.

Currently, more than four thousand children are attached to early assistance centers. About 1.3 thousand children attend classes at development centers.

“Thanks to the ‘Early Assistance’ project, about 85 percent of babies will be able to fully recover within a year after being discharged from the perinatal center or children’s hospital. The main goal of the project is to do everything possible so that by the age of three, children catch up with their peers and start attending a regular kindergarten,” wrote the Mayor of Moscow.

The remaining 15 percent require longer support — up to three years in the development center.

Once a quarter, multidisciplinary teams hold consultations to assess the dynamics of children’s conditions and to make decisions about the need to adjust support and medical supervision programs.
