On April 22, the II International Scientific and Practical Conference “State and Municipal Management in the Context of the Implementation of the National Development Goals of Russia” began at the State University of Management.
The event annually serves as a platform for dialogue among representatives of state and municipal authorities, the real economy sector, and advanced science, setting the main vectors of Russia’s socio-economic and technological development.
The rector of GUU Vladimir Stroev opened the plenary session, emphasizing the key role of the university in the formation and development of the system of personnel training for state and municipal administration in Russia.
GUU is a basic university where the specialty “State and Municipal Administration” originated: we have the oldest department, whose staff at one time wrote the first textbook on management and have been developing methodological manuals and educational materials in this field all these years. We are open to interaction, and major events for cooperation with all interested parties help to improve the existing base.”Many of our graduates have achieved great results, taken leading positions in government bodies and in the business sector, and employees of a number of ministries and departments receive a second education with us and improve their qualifications,” said Vladimir Stroev.
A member of the Central Election Commission of the Russian Federation, a member of the Presidium of the All-Russian public organization “Association of Lawyers of Russia” Alena Bulgakova reminded about the upcoming elections to the State Duma this year and noted the importance of participation in the electoral event.
“Electoral sovereignty is one of the pillars of Russian statehood. It is important to speak with society; if the dialogue ceases, a vacuum arises that is filled by other actors in the process. The protection of sovereignty goes hand in hand with progress, and we actively implement technologies based on domestic developments, as a result of which electoral processes are conducted with increasing quality, and here Russia has advanced experience.”
Professor of the Department of State and Municipal Administration at GUG, who headed the South-Eastern Administrative District of Moscow for 25 years, Vladimir Zotov added that the first electronic voting in Russia was conducted in 2019 based on developments by the “State and Municipal Administration” department of the State University of Management.
A welcome message was sent by the State Secretary of the Union State of Russia and Belarus, academician of the Russian Academy of Sciences, head of the Department of Economic Policy and Economic Dimensions at the GUU Sergey Glazyev.
“A methodological conference on the most pressing agenda issues is being held at the GUU. Today, the most urgent issue is the implementation of national programs and the achievement of established national goals. However, the banking system is practically ignoring the approved strategy, and this is the main contradiction that inevitably needs to be resolved. I propose that those gathered discuss this topic, since without its resolution the other recommendations will not help,” the professor urged.
The director of the federal state budgetary institution “Russian Center for Civic and Patriotic Education of Children and Youth” Elena Belikova emphasized the connection between patriotism and the development of the country and invited to join the mentoring competition “To Be, Not to Seem.”
“We face two important state objectives – the training of highly professional personnel and the formation of a value foundation of sovereignty. A stable economy depends on patriotism. It is difficult to measure, but it must be taken into account.”
Also, the following spoke at the plenary session reports:
- Deputy Director of the Federal Financial Monitoring Service Evgeny Gilet, who reported on the results of the department’s work for 2025 and noted key industry trends,
- Director of the Institute of Social Demography of the Federal Research Sociological Center of the Russian Academy of Sciences, Tamara Rostovskaya, who spoke about the situation with demographic policy,
- Director of the Center for Sociological Research “14-35”, Associate Professor of the Department of State and Municipal Management GUE Natalya Pushkaryova
- Deputy Chairman of the Department for Youth Affairs of the Moscow (City) Diocese, Priest Ilya Pismenyuk.
According to the VKS, the president of the Russian Academy of Natural Sciences, graduate of GUG Pyotr Burak, head of the Moscow Analytical Center in the field of urban economy Yevgeny Balashov, and Deputy Chairman of the Moscow City Duma Stepan Orlov joined the meeting.
After the plenary session was concluded, the participants continued their work in seven thematic sections.
The conference will last 3 days and will also include an open competition of projects by students of grades 9-11 “If I were the head of the city (district)”, an interuniversity hackathon “Technologies of Urban Development”, and the All-Russian competition “The History of Local Self-Government of My Region”. Based on the results of the Conference, it is planned to adopt a resolution, the draft of which will be sent to the participants of the Conference, the relevant state bodies, and organizations.
The event is organized by the Department of State and Municipal Administration of HSE with the support of the Russian Science Foundation.
