Haikou, April 22 /Xinhua/ — It has been 15 years since the duty-free shopping policy was introduced on April 20, 2011, for those leaving Hainan Island, the southernmost province of China. Under this policy, 347 million units of goods have been sold over the past years, with total sales amounting to 286.4 billion yuan (approximately 41.76 billion USD), according to the latest data from the Haikou customs.
Since the beginning of its implementation, the policy of duty-free shopping has been repeatedly adjusted and optimized. Currently, there are 12 duty-free stores on Hainan Island.
In June 2020, the Chinese government announced a general plan aimed at turning Hainan Province into a free trade port, covering its entire territory, by the middle of the current century. The first significant step towards achieving the set goal was made in December of last year, when Hainan Island obtained the status of an independent customs zone, allowing for freer trade between Hainan and regions beyond the customs border of the PRC.
In the period from December 18, 2025, from the moment of launching the Independent Customs Operations regime throughout the island territory, travelers leaving China through Hainan spent almost 67.72 million yuan on purchases under the duty-free shopping program.
