Deputy Prime Minister Marat Khusnullin held an in-person meeting of the Government Commission on Increasing the Efficiency of Federal Property Use and the Development of Territories. Participants summarized the work results for 2025 and discussed issues related to involving land plots and real estate objects in circulation.
“Effective management of every hectare of land is one of the Government’s priorities. Given the difficult conditions we face, intensified efforts are required. It is necessary to be more actively engaged with unused property, as this is an additional resource for the development of regional economies. Last year, we ensured the budget received 24.5 billion rubles from the implementation of property. In total, over the period 2020–2025, 10.5 thousand hectares of land plots were involved in turnover.”It is important not to slow down the pace in order to continue developing territories and creating a comfortable environment for people within the framework of the national project “Infrastructure for Life”, Marat Khusnullin noted.
The commission approved the gratuitous transfer of a number of real estate objects into regional and municipal ownership, including in the Republic of North Ossetia – Alania, Lipetsk, Orenburg, Saratov regions, and Moscow. Issues of withdrawal of unused federal property assigned to organizations of the Ministry of Education and Science in Primorsky Krai for subsequent privatization were considered. In addition, the participants approved criteria for considering property at the commission level, which will allow accelerating the involvement of assets in circulation.
“Effective management of state property and land resources is not just an economic task, but the foundation for the development of support settlements within the framework of the federal project ‘Development of infrastructure in settlements’ of the national project ‘Infrastructure for Life.’ Every hectare of land involved in circulation works towards achieving the goals of national economic development set by the President of Russia,” said the Minister of Construction and Housing and Communal Services, Irek Faizullin.
According to the decisions of the board of the “DOM.RF” commission, approximately 233 hectares of land and more than 62.4 thousand square meters of buildings and structures in 5 regions of the country will be transferred to management. Additionally, 7 cultural heritage sites have been transferred, for the restoration of which investors will be able to attract concessional loans at an interest rate of 9% per annum (6% for hotels of at least 3-star category). Moreover, a project for the comprehensive development of the territory in the village of Sheregesh, Kemerovo region, on a plot of 24.85 hectares for the construction of a multifunctional tourist complex has been approved.
“DOM.RF” conducts extensive work on identifying and involving unused federal real estate in circulation. As a result of regular meetings of the specialized commission, sites, houses, and other structures are transferred to the management of the company for subsequent sale to new owners. We pay special attention to monuments of history and architecture. In the near future, we will put up for sale chambers from the 17th–18th centuries in Moscow, as well as the palace stables and the wing of Kozhevnikov’s dacha in Saint Petersburg, built in the 19th century,” said Vitaly Mutko, General Director of “DOM.RF.”
