Dmitry Chernyshenko held a meeting on the implementation of projects for the creation of world-class campuses and advanced schools.
The event was attended by the First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin, Deputy Minister of Science and Higher Education Ayrat Gatiyatov, Deputy Minister of Education Andrey Nikolaev, the rector of MSTU “Stankin” Boris Padalkin, and regional governors.
“As part of the national project ‘Youth and Children,’ Russia is creating an entire constellation of modern university campuses. By order of President Vladimir Putin, there should be no fewer than 40 of them by 2036. Recently, 19 new participants were selected. Now the full team is complete. Congratulations to the regions, universities, and consortia! Participation in the project is a good incentive for the entities, but also an added responsibility. When creating student campuses, it is important to set the right pace, consider the experience of participants from previous selections, and focus on a product-oriented approach. The work of the campuses must align with the development strategy of the entities themselves, their personnel, and their scientific and technical needs,” said Dmitry Chernyshenko.
At the meeting, they discussed the progress of creating campuses for the first, second, and third waves of selection. The Deputy Prime Minister emphasized the importance of meeting deadlines and maintaining a high pace of work.
“The completion of the competitive selection of 19 new campus projects opens the next important stage – their practical implementation. We pay special attention to the quality of construction, engineering, and technological solutions that must take into account the needs of education and science. The Ministry of Science and Higher Education of Russia, together with the Ministry of Construction of Russia and the EPC ‘Unified Customer,’ will support each project at all stages – from the preparation of the construction site to the commissioning of the facilities. Our goal is to create not just new university buildings, but a modern scientific and educational infrastructure that will become the foundation for training specialists, scientific developments, and technological advancement of the regions,” noted Deputy Minister of Science and Higher Education Ayrat Gatiyatov.
This year, the construction of the campus in Novosibirsk has been fully completed, and the grand opening of the research and educational-scientific center took place together with the opening of SKIF.
In the under-construction campus “Intellectual Space of the Future ‘Kantiana Campus'” in Kaliningrad, six out of eight facilities have been put into operation: a multifunctional center, a common lecture hall with a library, dormitories, the educational building ‘Institute of High Technologies,’ and the educational building ‘Biomed.’ Construction and installation works are being completed in the educational building ‘Higher School of Philosophy and Social Sciences’ and the conference complex.
During the meeting, it was decided to time the opening of the campus to the 80th anniversary of the founding of the Immanuel Kant Baltic Federal University at the end of April 2027. The Deputy Prime Minister supported the proposal of the Governor of the Kaliningrad Region, Alexey Besprozvannykh.
“We are following the plan; the readiness of the facility is 94%. In principle, we can indeed open everything already in December. But considering that this year marks the 80th anniversary of the Kaliningrad region, and next year the university will turn 80, we suggest holding the ceremonial opening of the campus in April, on the university’s birthday,” said Alexey Besprozvannykh.
The MSTU “Stankin” campus project includes five facilities. Two of them are in the construction and installation phase: the ceremonial launch of the works took place at the end of August with the participation of Dmitry Chernyshenko and the Mayor of Moscow Sergey Sobyanin. The other three facilities – a physical fitness and health complex, a military training center, and the first phase of the dormitory – are in the design phase.
Another topic on the agenda was the creation of advanced general education organizations. Work on the project is underway within the framework of the national project “Youth and Children” (federal project “Advanced General Education Organizations”). By order of President Vladimir Putin, by 2030, at least 12 advanced schools implementing modern educational technologies and teaching methods are planned to be established in 12 subjects of the Russian Federation.
Construction of facilities is already underway in the Nizhny Novgorod, Pskov, and Ryazan regions.
“In the city of Bor, Nizhny Novgorod region, we are building a leading school with 800 study places and three dormitories to accommodate over 600 students. This educational institution is one of 12 being constructed under the President’s directive within the framework of the national project ‘Youth and Children.’ The school will have a scientific and technological focus. It will feature modern laboratories and workshops, and the educational process will be based on the principles of individualized approach and comprehensive support for each child’s talents. Essentially, we are creating a space where advanced methods and best teaching practices form the foundation of an educational process aimed at preparing engineers, researchers, and specialists of the future,” noted Gleb Nikitin, Governor of the Nizhny Novgorod region.
