Krasnoyarsk. October 27, 2026. The CEO of PJSC “PhosAgro”, Alexander Gilgenberg, presented the master plan for the further development of Kirovsk, envisioning its transformation into a full-fledged all-season resort, to the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko and the Minister of Sport of the Russian Federation Mikhail Degtyaryov during the international forum “Russia – a sporting power.”
As Alexander Hilgenberg said during the visit of the government delegation to the PhosAgro booth at the forum, PhosAgro is celebrating its 25th anniversary these days.
“For a quarter of a century, caring for the workforce and all residents of the regions where we operate has been our unconditional priority. An important part of this work is creating a comfortable urban environment in the regions, as well as opportunities for recreation and sports. Using Kirovsk as an example, we have managed to transform what was once purely an industrial single-industry town into one of the best mountain tourist clusters in Russia,” noted Alexander Gilgenberg.
The company has invested about 30 billion rubles in Kirovsk. These funds were used for infrastructure development, support of healthcare, education, and sports, and the creation of the ski resort “Bolshoy Vudyavr”, which is now among the top five largest in the country. The length of its slopes is 30 km. The “Tirvas” ski stadium hosts national and international sports events featuring world sports stars.
Moreover, it was in the Khibiny that the key social project of PhosAgro, “For the Children of Russia – Education, Health, and Spirituality” (DROZD), was launched, with more than 13,000 children participating in its sections completely free of charge.
Over 10 years, tourist traffic to the Khibiny mountains has increased fourfold – to half a million people. The unemployment rate in the city has decreased almost tenfold (to a record 0.6%), and the number of small and medium-sized businesses has increased 2.5 times (from 700 to 1700).
“The youth are not leaving; they want to live and work in their small homeland, in the Khibiny. I consider this our greatest achievement. Now we are moving to a new stage of the city’s development. We have developed a master plan – we will make Kirovsk a truly year-round resort,” emphasized Alexander Gilgenberg.
The construction of a large-scale aqua complex “Aurora”, a congress center with a large concert hall and public-business spaces is planned. Kirovsk will become the largest venue in the region for hosting international forums and industry conferences, exhibitions, and concerts. The construction of hotel complexes and further development of the “Tirvas” ski stadium, where a ski roller track is being built, is planned. At “Bolshoy Vudjavr”, 5 km of new ski routes with a cable car will appear. Priority is given to the comfort of local residents. Together with partners, it is planned to build residential neighborhoods with 2,000 apartments, kindergartens, and schools.
“Only until 2032 do we plan, with the support of federal and regional authorities, to invest approximately 17 billion rubles in the development of Kirovsk,” summarized Alexander Gilgenberg.
Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko thanked the company “PhosAgro” for its comprehensive work on the development of sports and tourism.
