Deputy Prime Minister Alexander Novak took part in the opening meeting of the IAEA mission for the Integrated Regulatory Review Service (IRRS) in the Russian Federation, with the participation of the head of Rostekhnadzor Alexander Trembitsky, employees of sectoral departments, and organizations providing scientific and technical support to the agency. The previous similar mission took place in 2013.

The mission involves 26 leading international experts – heads and specialists of regulatory bodies under the leadership of Faizan Mansur (Pakistan). The foreign delegation is represented by 17 countries, including China, India, Pakistan, Egypt, Argentina, Brazil, South Africa, Turkey, UAE, Republic of Korea, Japan, Switzerland, Hungary, Bulgaria, Serbia, Armenia, and Qatar, and also includes staff from the IAEA Secretariat.

“Today, Russia is developing the entire range of peaceful nuclear technologies: serial high-power new generation power units are being created, the nuclear icebreaker fleet is being modernized, research is being conducted in the field of controlled thermonuclear fusion, and the application of radiation technologies in medicine and industry is expanding. At the same time, Russia is constructing nuclear power plants in a number of partner countries and helping them create their own state infrastructure for nuclear and radiation safety regulation. Such a scale of technological development imposes new requirements on state supervision. Regulation must keep pace with science and engineering thought, timely formulate requirements for new technologies, and at the same time firmly uphold the main principle: the safety of people and the environment has absolute priority,” noted the Deputy Prime Minister in his opening remarks.

The mission program covers 11 thematic areas, including the development of regulatory documents, the procedure for issuing licenses and permits, and the conduct of safety justification examinations. Over two weeks, IRRS mission international experts will hold consultations on these areas with Russian colleagues and also participate in technical visits to five operating facilities. The purpose of the mission’s work is to assess the state safety system for compliance with industry international standards.

Faizan Mansur noted an important part of the mission – discussing strategic issues, including human resource development and security considering the emergence of new technologies.

“Russia is one of the leading countries in the construction of nuclear facilities both domestically and abroad, as well as a pioneering state in the development of new technologies, including the fuel cycle and floating nuclear power plants. I am confident that we, as a team assessing the activities of our Russian colleagues in partnership, will do our job well and will also be able to learn from each other during our interactions. Our goal is to benefit the Russian Federation,” noted Faizan Mansur.

The mission will end its work in Russia on November 6. Following this, a report and a press release will be prepared, containing the recommendations of the mission members and information about the best practices of the Russian Federation.
