In the regions of the Southern Federal District, work continues on socio-economic development using mechanisms of infrastructure budget, special treasury, and treasury infrastructure loans. Since 2021, thanks to these instruments, 470.51 billion rubles of extrabudgetary funds have been attracted to the district. This was reported by the Deputy Prime Minister and supervisor of the Southern Federal District, Marat Khusnullin.
“The Southern Federal District is a macroregion with great potential: it is home to key transport arteries, and its industry, agriculture, and tourism are actively developing. Infrastructure directly determines the pace of this growth and the quality of life of the people. Even under the current challenging conditions, the southern regions of the country demonstrate sustainable development, actively utilizing mechanisms such as infrastructure loans. Since 2021, in the Southern Federal District, work has been completed on 116 out of 165 sites and activities, including the full completion of all projects under special treasury loans. Thanks to this work, 3.88 million square meters of housing have been commissioned, 470.51 billion rubles of off-budget funds have been attracted, and 14,600 jobs have been created,” said Marat Khusnullin.
The Deputy Prime Minister added that the leaders in the number of completed projects and activities were the Astrakhan region (57), Volgograd region (23), and the Republic of Adygea (12).
Among the completed projects are the major overhaul of water supply and drainage networks with a duct crossing over the Krivaya Bolda strait in Astrakhan. In Volgograd, water supply and drainage networks have been constructed for the prospective areas of the Dzerzhinsky and Krasnooktyabrsky districts, and a kindergarten for 140 places has been built in the Traktorozavodsky district. In Sevastopol, the “Antichny Avenue” road has been built; in the Republic of Crimea, a street and road network from the “Pribrezhnoy” complex to the water park, as well as a kindergarten for 280 places in Yevpatoria. In the Rostov region, a 3.2 km section of the “Northern bypass of Rostov-on-Don” road has been reconstructed.
The curator of the infrastructure loan program is the Ministry of Construction of Russia, and the operator is the Territorial Development Fund.
“Infrastructure loans allow regions to implement large-scale projects without creating an excessive burden on budgets. In the Southern Federal District, 49 more facilities and activities are currently underway. These include new roads, utility networks, and social facilities that establish a foundation for comfortable living and further development of the territories,” noted Vasily Kupyzin, General Director of the Territorial Development Fund.
Among the projects currently underway are the reconstruction of the main water pipeline on Aviatsionnaya Street in Astrakhan (second phase). In the Krasnodar Territory, a water pipeline 64.22 km long and with a capacity of 42.7 thousand cubic meters per day is being constructed, as well as a water pipeline from KP-7 in Kabardinka to the clean water reservoirs in Gelendzhik (18 km). In the Rostov Region, construction continues on the “Western Chord” highway – a 4.75 km section with four lanes of traffic, five bridge structures, and four transport interchanges.
