Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development. The topics discussed included the passage of the autumn-winter period of 2026–2027, housing construction and housing affordability in the regions, as well as the consideration of projects for the provision of treasury infrastructure loans.
“The heating season has started in most parts of the country, with heat being supplied to more than 2.6 thousand municipalities across 77 regions. In 61 of them, heating has been turned on in all municipalities. The average readiness level of communal infrastructure is 99%. This issue is under the special control of the President and the Chairman of the Government. We traditionally consider it together with the Office of the Prosecutor General. All subjects need to keep this work on a manual mode. It is extremely important that the autumn-winter period passes with a minimum number of incidents. I especially thank the mentor regions that oversee the reunified territories, assist with the heating season, and the formation of emergency crews,” said Marat Khusnullin.
The First Deputy Attorney General Anatoly Razinkin noted the scale of the work carried out in preparation for winter.
“As a result of the joint work carried out, 4 thousand communal facilities have been repaired, 20 thousand km of networks, 9 thousand ownerless communications have been registered, the regulatory fuel reserve has been replenished by almost 3 million tons, and overdue utility debts amounting to over 20 billion rubles have been paid. Any inaction in ensuring the stable operation and protection of energy and housing and communal services facilities is criminal. This is exactly how the prosecutor’s office will assess the miscalculations of responsible officials,” emphasized Anatoly Razinkin.
The participants also discussed the prospects of housing construction. Marat Khusnullin noted that priorities remain, among other things, the development of individual housing construction (IHC), the development of territories along high-speed highways, and work on the urban planning potential of the regions.
In addition, the headquarters meeting discussed the preliminary results of the second stage of the competitive selection of projects to receive treasury infrastructure loans for 2028–2030. Applications were submitted from 53 entities for 72 projects as part of the selection.
At the meeting, applications from six regions were considered. The project from the Tambov region for the creation of engineering and communal infrastructure facilities for the industrial zone on the border of Tambov was presented. Novgorod region presented a project for the construction of a production building and supporting infrastructure for the industrial park “SEZ of industrial-production type ‘Novgorod'”.
They also considered projects of the Tyumen Region for the development of engineering and communal infrastructure for a year-round resort near the center for winter sports “Pearl of Siberia” and the Orenburg Region’s projects for the construction of infrastructure facilities in the Orenburg SEZ.
In addition, at the meeting, the application of the Republic of Dagestan was presented: a project for organizing suburban railway service on the route Makhachkala – Uytash Airport – Dagestanskiye Ogni – Derbent. The Perm Territory proposed for consideration plans for the creation of engineering and transport infrastructure facilities of the SEZ “Perm,” as well as the development of railway infrastructure for the industrial zone.
The results of the consideration of the specified applications will be taken into account by the headquarters when summing up the results of the competitive selection.
