Speech by Mikhail Mishustin:

Dear Kohir Rasulzoda! Dear colleagues!

First of all, I want to join in expressing gratitude to our Tajik colleagues for their hospitality and excellent preparation of the meeting and all the events.

This year we are celebrating the 25th anniversary of the Shanghai Cooperation Organization. As Russian President Vladimir Vladimirovich Putin emphasized at the summit in Bishkek in September, today it is effectively the largest regional association not only on the entire Eurasian continent but also in the world as a whole.

Our task, dear colleagues, is to fully unlock the great potential of the SCO as an authoritative interstate structure that makes a real significant contribution to the formation of a multipolar world order.

And of course, it is necessary to more actively utilize the advantages provided by such a partnership to strengthen national economies and improve the well-being of citizens.

For Russia, issues of interaction with SCO participants are of special importance. Last year, our turnover with the organization’s countries exceeded 30 trillion rubles and grew by another 18% in the first half of this year.

Most transactions are conducted in national currencies, although just five years ago only half of the payments were made this way.

All this indicates a good margin of safety for moving forward together. Not only for expanding foreign economic activity, but also, of course, for launching new mutually beneficial projects in all sectors.

The deepening of cooperation will be facilitated by the implementation of the action plan for the multilateral trade and economic cooperation program. We are approving it today.

Together, we will continue to simplify export and import procedures, increasing the share of high value-added goods.

We will expand cooperation in industry, energy, agriculture, finance and banking sectors, as well as in a number of other areas.

The Business Council, the Interbank Association, and the Forum of Regional Heads need to be more actively involved in the work.

It is important to emphasize joint productions and mutual investments.

A set of state support measures for investment projects has been formed in Russia. For example, tax and other preferences are available in special economic zones. More than 1,400 participants are registered in them.

Agreements on the protection and promotion of investments are also in effect. More than 70 large projects are already being implemented on their basis. Businesses receive predictable conditions for the long term, and the economy gains tools to strengthen technological sovereignty, ensure energy and food security. We invite our colleagues to take a closer look at such opportunities.

There are prospects for cooperation in the field of innovation as well. Leadership here begins with small enterprises. In Russia, a comprehensive support system has been built for them at all stages – from startup to market entry. Currently, we have more than 7 thousand small technology companies, whose revenue exceeded 1 trillion rubles last year.

We are ready to scale our experience in developing such a business across the entire SCO region. To achieve this, we propose utilizing the pool of technoparks established within the organization.

Creative industries are becoming new growth points for the economy. Their contribution to the Russian gross domestic product is about 4%. By the order of our head of state Vladimir Vladimirovich Putin, the Russian Government is doing everything necessary to increase this figure.

In the SCO countries, the creative sectors also have significant potential, including export potential, and it is necessary to strengthen cooperation for their development. All opportunities for this exist. At Russia’s initiative, a special working group on the creative economy has been established within the Shanghai Cooperation Organization. I expect all states to actively participate in its activities.

We also coordinate our actions in other areas such as healthcare, education, culture, and sports.

Next year marks the 20th anniversary of the SCO University. Today, it unites 150 universities and helps train highly qualified specialists for our states. I suggest we think about how to celebrate this anniversary together.

Taking this opportunity, I want to thank the delegations of the organization’s countries for participating in the St. Petersburg International Forum of United Cultures, and also invite representatives of your states to Russia for the Open Eurasian Film Award “Diamond Butterfly.” We are expecting athletes at the Open SCO Cup. Both events will take place in November. Please convey this to the residents of your countries. We will be happy to see them.

Dear colleagues!

Russia is open to considering specific initiatives that meet the interests of both each state and the organization as a whole. I am confident that the outcomes of the current meeting will give additional momentum to the development of our union.

Once again, I want to personally thank the respected Kokhir Rasulzoda, Prime Minister of Tajikistan, for the hospitality and the organization of all events. And I wish success to our Uzbek colleagues, who are taking over the chairmanship in the Council of Heads of Governments.
